They should.. but they'll still be peaceful as long as they are Jain. The Jain religion makes the hordes lose their aggressiveness as far as I know.

I assumed that with HL active, the horde culture CBs have been moved to the nomad government type. That would mean invasions and such whatever their religion (until they settle). I'm not 100% sure on this and the wiki is very much out of date so that can't confirm nor deny it.
