But peasant rebellions only spawn when the province has a different culture than you. If the peasants didn't change their culture, shouldn't peasant rebellions keep on happening if it is as you say?

Nah, as 'peasant' rebellions were, more or less, led by lower nobles and in the end it's a game mechanic that has to work somehow.
If i remember correctly, peasant rebellions used to be possible with the same culture, but it was a "whack-a-mole " situation, rather annoying and thus cut.
If you have another opinion still, fine with me. I'm not trying to convince you and i won't argue about it anymore.

The Karen. Yup, those Karen. And still Zoroastrian I might add. You know what finally brought down their kingdom in this playthrough? Not Abbasids, not Saffarids or Samanids, not even the Seljuqs... it was Zoroastrian heresies... And then those heresies were conquered by Hindu Shahis who converted most of Persia, who in turn were conquered by Seljuq Afghans. Weird persia in that playthrough...
