I think when you change title you can welcome back jews or direclty expel them a second time. i noticed it in my Munster-> Ireland game (expelled jews as duke of munster, became king of irleand and then I could expel them once again)
actually I think they can't form other duke-tier title. as you need two duchies to form a kingdom, they can't form it.... (plus hungary has crazy creations conditions, which are kinda silly imho)
A little follow-up.
Both HRE and Francia were formed by Karlings and both are German now. Paris is a German too.
I've helped them both by destroying the king level titles. It's just too fabulous just to let it go to waste.

Livonia is entirely culture switched to Frankish, the same Estonians own Lithuania which is only the de jure duchy of Estonia, and Mazovia only exists in Latvia. Not shown is the fact that Norway was almost united by the Romuvan Prussians, and is now instead being united by Iceland.
And yes, that is a Norse Gwynedd in Finland.
