While having an exploitative player creating vassal horses is perfectly fine, I really don't want literal horse lords popping up during normal gameplay. Especially since if it happens with barony level bishops, it can also happen with count level ones - thereby spawning horse characters without the Horse trait (i.e marriageable horses) willy nilly.
With Tanistry that's unlikely to affect things. Of course the 15 year old may not stay Tanist if the voting family decide they like someone else better.Assuming the brother doesn't pop anyone out.
