No, then the king of Georgia would've inherited Constantinople, which would have remained the capital. Either someone got just the empire without any of the lower titles or the emperor somehow lost Constantinople.

No, Constantinople isn't special, just like other counties and duchies it gets inherited via primogeniture if the Basileus loses the election to someone not of his dynasty. It's just that when you're the Byzantine Emperor you can revoke it and move your capital there by decision, which I think the AI usually does if it inherits the Byzantine Empire but not Constantinople.

Pretty sure the image still gets loaded with the page whether it's spoilered or not.
