I think everyone can agree one of the best parts of a new patch is seeing which nations get their own NI sets. And one of the most frequent topics in the suggestion forums are suggestions for said new NIs. Unfortunately, they can be difficult to find, and can fade away pretty quickly. Hence this thread.

As I recall there used to be a thread similar for this a while back, but since I can't seem to find it, I've created this; a new NI compilation thread, where I'll try to upload any suggested NI sets I see for nations that do not yet have them for convenience's sake. If there is an Idea Set of yours for a nation that does not have an unique NI set, or if I missed one of yours, please; feel free to post.

Edit: Also, please try to keep it restrained to only tags that are already in game or have been confirmed are being added.


At the request of @Trin Tragula, I’ve composed an index of this thread that I’ll do my best to keep updated. I’ve separated it into NIs for countries that already have them (which may or may not have been influenced by the ones in this thread) and ones that don’t, and then alphabetized them for ease of access. Author will be put in parenthesis.

This very belated update to the list was courtesy of @Aquamancer, who did the legwork in updating the thread to match the current situation of NIs ingame, as well as to make it more visually appealing.

Yes, but stuff like a bigger more buff than Élan, free colonist, agressive expansion... it's less of the ideas are OP per se, and more like the same strong ideas on all new sets. I mean, of the good obscure sets you mentioned, how many have 15 (!) Land Morale, AND Agressive Expansion Impact, AND coring cost, AND missionary strenght, AND +1 envoy... i think the people who make ideas often do too much metagame thinking. A lot sets seem suited to blobbing, which often doesnt go hand in hand with the spirit of the tag.

It's not as much ideas being good per se, but more the same strong blobbing related bonuses repeating themselves for every tag.

Fair enough, though +2 Missionary Strength isn't really as strong as the other items on the list.

Elan gives 20%, actually. But I'd have no issues with Bali getting only 10% morale and AE Impact. The colonist and missiostrength must stay, though, Bali's flavor is being a pious, expansionist Hindu state for once.

Yeah, no need to nerf sets down to Generic levels, but 15% morale is space marine tier stuff.

National Ideas

1. Cornish Pirates: +33% Privateer Efficiency

Cornwall and Devon have always been synonymous with smuggling and piracy. The sheltered inlets along the coast were the perfect opportunity for an able seaman to make some easy money. It was home to Henry Every, ‘The king of pirates’ and Francis Drake, the privateer who eventually became Vice Admiral of England’s Royal Navy.

2. Fortified Peninsula: +20% Fort Defence

Cornwall has a multitude of castles and forts, famously Tintagel castle supposedly inspiration for the Camelot of legend. It also has a multitude of coastal forts defending key bays and inlets as well as formidable natural defences from sheer cliffs, impassable rivers and desolate moorland.

3. Sheltered Waters: -10% Ship Building Time

Cornwall and Devon hold many natural harbours most famously Devonport in the Tamar Estuary. It was from the sheltered mouth of the Plym and Tamar rivers that the English Fleet lead by Sir Francis Drake sailed to engage the Spanish Armada. The sheer amount of sheltered inlets along the coast made Cornwall the perfect place for a thriving ship building industry.

4. Mining Prowess: +15% Production Efficiency

Mining in Cornwall and Devon began as early as the Bronze Age and by the 16th Century it had exploded to become a mainstay of the Cornish Economy. Before long Cornish Miners became world renowned for their skill in exploiting the even the most inaccessible mineral deposits.

5. Celtic Renaissance: -25% Culture Conversion Cost

The Cornish resisted the assimilation into English culture that happened to its neighbour Devon. Cornwall maintained a strong Celtic cultural identity and language well into the 16th century. Were Cornwall to expand again it would likely bring its Celtic culture with it.

6. Knowledge of the land: +1 Land Leader Manoeuvre.

Due to its coastline armies only had one avenue of approach into Cornwall if not by sea. This would force invaders to tackle choke points for instance crossing the rivers Exe and Tamar, Cornish Generals such as Sir Richard Grenville were able to use these natural defences to great effect.

7. Cornish Diaspora: 10% Settler Increase

When mining production began to decrease at home, at the start of the 19th century, many Cornish left to begin a life in the New World. Many Cornish used their world renowned mining skills to seek better opportunities abroad.

Ambition: +25% Land Force Limit.

Corfuan Ideas

Feudum Acinganorum: +10% Production Efficiency
Romani serfs formed a foundation for the Corfiot feudal economy. Like many realms, bonded serfs made up the bulk of the agricultural workforce, but the Corfiot Venetians were the first to use the Romani in this role. This particular form of serfdom was far harsher and closer to actual slavery than its contemporaries, allowing the landowners to make life or death decisions without the knowledge or approval of the Venetian governors.

Key to the Adriatic: +10% Trade Steering, +25% Privateer Efficiency
Corfu is in a place of strategic importance in the Adriatic. While it can be used as a staging base for merchant ships leaving the Adriatic to sell their wares, it can just as easily be used to control and divert shipping in directions advantageous to our interests.

Kastropolis: +25% Fort Defense
The city of Corfu on the island of Corfu is known as the Kastropolis, the castle city. It's mighty fortifications are mentioned in Anna Komnene's Alexiad, and the walls have only gotten taller, thicker, and stronger in the centuries since. The city is defended by the formidable Byzantine-era Fortezza Vecchia, later the Venetian-constructedFortezza Nuova was built following the repulsed first Ottoman siege of Corfu. Our island shall be made indomitable by sea and stone.

Italian Cultural Inflow: -5% Idea Cost
Italy, including our close comrades in Venice, is blooming with the new ideas of the Renaissance. By keeping close ties with our fellow Latins, we too may benefit from this great cultural flourishing. Our geographical positioning between the greatest cultural center of old, Constantinople, and the emergent great cultural centers of Italy can only serve as a boon to us.

Relics of St. Spyridon: -1 National Unrest
St. Spyrodon the Miracle Worker, patron saint of Corfu, is venerated in both the Catholic and Eastern Christian traditions. Following the fall of Constantinople to the Turks, the relics of St. Spyridon and St. Theodora Agusta were brought to the island of Corfu by Greeks fleeing the Ottoman advance. In addition to being called St. Spyridon the Thaumaturge, he is also referred to as "the Keeper of the City", said to have expelled the Plague from Corfu, and later to have terrified the Turkish besiegers into a rout as an apparition during the Second Great Siege. The relics of Spyridon can be venerated by the Corfiot people together, Orthodox and Catholic alike.

Arsenale degli Corfioti a Govino: -5% Ship Cost, -5% Ship Construction Time
After repelling the Second Great Siege by the Ottomans, Corfu was chosen as the site of a massive naval arsenal to repair the Venetian merchant fleet. The construction of a massively ambitious naval arsenal and refitting facility is an expensive and labor intensive endeavor; the combination of strategic importance and defensiblity make Corfu an ideal location.

Last Bastion of Latin Greece: +1 Yearly Prestige
Others fall while Corfu stands. While some may think the Turks unstoppable, the Corfiot people think otherwise. Latin Greece is but a memory in other places, a long forgotten era of competing Crusaders and Strategoi, but Corfu remains.

Ambition: +20% Galley Combat Ability

Icelandic Ideas

The country, not the supermarket!

Traditions:
Global sailor modifier +20% (not sure how this modifier is balanced, but what ever is reasonable)
Diplomatic technology cost -10%

End of the Old Convenant - Stability cost modifier -15%

The union of Iceland and Norway was agreed in the Old Covenant, giving the people of both nations equal rights in both countries in exchange for paying tax to the Norwegian king. It led to the union of Denmark and Iceland in the Kalmar Union, too, but it is now the time for Iceland to find its own place in the world!

The Family Sagas - Morale of armies +10%

Though the sagas of the Icelanders were kept alive for hundreds of years without being recorded, more recently we have committed many onto paper. Hearing these tales, we can aspire to be as great as the mighty warriors from who we descend!

Oddur's New Bible - Missionary strength +2.0

The pride and independence of our language can be conclusively settled by the publication of the New Testament in Icelandic, our first printed book, which will bring the word of God to those who do not speak Latin.

Hanseatic Trade - Trade efficiency +10%

The town of Hafnarfjörður has been home to traders from across Europe exchanging useful goods from elsewhere for our own exports. The power of the German traders has been increasing and we could benefit greatly from their business.

Tough Settlers - Global colonial growth +15

Our forefeathers settled this land which may, to many, seem like a hostile place. The sailors who left for Greenland and further ashore were also of the same stock as us. Stories are reaching us of new lands far to the West, which we are surely capable of settling.

The Ridder and the Vaepner - land leader maneouvre +1

Continental traditions are beginning to replace the old structure of the Icelandic nobility. The ridder and vaepner are equivalents to what might be called 'knights' and 'squires' in other nations. A general note on idea flavor:

It's often good idea to try to focus on things that actually happened in the era covered by EU4. For the first and perhaps second NI it's fine to go back in time but if possible the rest should look forward and not backwards. NIs are about the evolution of your state and not just a national ethos.
Of course with some more obscure tags there's not a lot to go on so it can vary on a case by case basis :) still good to keep in mind though.

NIs are about the evolution of your state and not just a national ethos.

I tried to do so in the Shirvan set; it's a mesh of their long history (longest state in the muslim world, afaik, albeit often vassalized) and then how it evolves to face the threats that sorrounded it (They failed IRL, i blame Persian Ideas+Shia morale stacking :p)

back on ''topic'', i found an older set suggestion for Kaffa , the only generic tagnot yet mentioned in this thread!


Kaffa

Traditions - Yearly Inflation Reduction: +0.10 / Advisor Cost: -15%

1) Kefficho Language - Hostile Core-Creation Cost on Us: +25%

Despite their differences, everyone in our nation speaks the same language. This reinforces our sense of nationalism and makes it harder for foreign rulers to be accepted by our citizens.

2) Manjo, Manne and Qemmo - Stability Cost Modifier: -10%

Our nation, like many others, is separated into classes. Some of the most important groups in our kingdom are the Manjo (hunters), the Manne (leatherworkers), and the Qemmo (blacksmiths). By giving them what they want and granting them a certain level of autonomy, we can ensure stability in the country.

3) Fertile Lands - National Manpower Modifier: +15%

The mountainous lands of Kaffa are quite fertile, capable of up to three harvests a year, ensuring there is always enough food for our citizens.

Our diplomats, while quite skilled, could serve an even better purpose: defending our own lands from attacks by foreign spies as well as infiltrating enemy administration and learning their secrets.

5) Found Coptic Churches - Missionaries: +1

In order to spread the true faith far and wide, we must first found churches in many of our cities in an attempt to convert the heathens.

6) Manjo Guards - Mercenary Maintenance: -25% / Available Mercenaries: +50%

Hunters, or manjo, are considered an important part of our society. They have their own king, appointed directly by the king of Kaffa, and are given the duties of guarding the royal compounds and the gates of the kingdom.

7) Reform the Kaffa Caste System - National Tax Modifier: +10%

Our society is separated into various classes with various amounts of wealth to their names. While we cannot take from the rich and give to the poor, we can reform the caste system to ensure everyone is better off, especially the state.

Well, here are my Epirote Ideas. When I made Morea I wanted to do a more Mil-focused subset of Byzantium given that Morea was essentially a March by 1444, but for Epirus I wanted to keep a Byz subset feel while doing something a bit more... unique:

Albanian and Serbian Tribes: -20% Mercenary Cost
Description: While the core Epirote state has been reunified, the many Serbian and Albanian tribes who once made petty kingdoms out of it remain. Instead of ostracizing them, we should employ these tribes to help bolster our forces.

Memory of Epirote Conquests: -10% Core Creation Cost
Description:
Once, Epirus was the mightiest of the successor states. Thessalonica and Athens bowed to us, the Nicaeans and Latins feared us, and Greece accepted us as her master. While those days are centuries past, the dreams of such a rule again are not, and we actively pursue them.

Latin Knights:
+10% Cavalry Combat Ability
Description: The most elite of our army remains the cavalrymen armed and trained in the Western style. Some are native Greeks, others are Italian mercenaries, but all are effective at what they do.

Sind has a pretty crazy history as a region and for me are one of the most fun nations to play - these are the ideas I came up with based on their history. Hope they're properly balanced as well! :)

Idea 1:

Tolerance of the True Faith +1

Religious Adaptation
While we live our lives true to the teachings of Islam and seek to reward all who do, we must accept that sometimes the unenlightened will hold onto their beliefs and not allow it to destabalize our nation.

Idea 2:
Fort defense +15%

Caliphate Frontier
During our time as the frontier of Islamic rule, we have developed new and effective ways to manage our fortifications.

Idea 3:
Culture conversion cost -10%

Translating the Quran
Having translated the Quran into Sindh, we must now educate our citizens on its teachings and bring them into the light.

Idea 4:
Technology cost -5%

Mughal Influences
Our relationship with the mughals has led to the rising of much scholarly thought and cultural developments allowing us to progress far beyond our neighbors.

Idea 5:
Merchants +1

Merchant Ties
Ruling a coastline that lies between the riches of India and the merchants of Arabia has tempted many merchants into settling within our borders.

Idea 6:
Cost of reducing war exhaustion -15%

Reorganization
To lose a battle is not to lose the war, our nation knows that if a tactic is not working, we must adapt and overcome.

Idea 7:
+1 Diplomatic reputation

Advocates for peace
Ultimately we exist to better the lives of our citizens, while war may be necessary at times, we do not wish to fall into needless times of struggle and thus we help keep the peace wherever we may be.

Oh, just to help any future submissions, these are the Indian tags that still need NIs:

-Patiala, Tripura and Garwhal
They all have generic NIs

-Delhi, Multan, Oudh, Rohilkhand, Ahmednagar, Berar, Khandesh, Sind
If they become non-Muslim, they lose Muslim Sultanate and get generic NIs

-Bengal
If they become non-Bengali, they lose Bengali NIs and get generic NIs (not that this will ever happen, but shouldn't this one work with the tag instead of culture?)

-Carnatic, Jaffna, Madurai, Keladi, Kochin, Malabar, Mysore, Venad
If they change to non-Muslim/non-Hindu, they lose South Indian NIs and get generic NIs


Bengali and South Indian aren't *that* relevant because it's highly unlikely those scenarios will ever happen, but we need something for the Sultanates. Delhi is the only Hindvi so they could get unique NIs; Oudh and Rohilkhand are Avadhi so maybe they could get Jaunpuri NIs; Multan is Punjab so Punjabi NIs could work; Ahmednagar, Berar and Khandesh are Marathi so maybe the Maratha NI would be acceptable; and then Sind needs unique NIs too.

Madurai and Mysore are historically significant enough to warrant unique sets imho.

Farily sure Garwhal ideas have been posted in this thread already, Tripura and Patiala i dont remember.

I would say whether there be an iota of chance to form on its own, every tag should get its own Ideas. So called NI is a lazy work in my opinion.

Delhi should get Braj culture. When we say Hindvi culture its a Persian view applicable to entire North Indian Hindi speaking area - Punjab to Bengal (Bengal not included). In truth there is nothing as Hindvi culture. Only and only Mughals should get this Hindvi cultural union and should not exist for any other tags.

I'm in agreement in general (though there are things comming as India is perhaps my favourite place in the world in this era) but I got to say that the above is more or less true for any "group" ideas in the game. If Bengal no longer is of Bengali culture should they really get Bengali ideas?
Also not sure if South Indians revolting with a non-muslim, non-hindu religion is that common (but I'll extend the trigger for them to include buddhists as well).

I would say whether there be an iota of chance to form on its own, every tag should get its own Ideas. So called NI is a lazy work in my opinion.

When the game launched the vast majority of the hundreds of tags in the game had generic NIs. We have continued to work to get that number down and by now only 14 or so worldwide lack them in 1444 (can't recall the exact number). More than that have group ideas and some there definately need their own sets too.
The ambition is certainly that no country should use the generic set in the end but it's going to take even more time getting there.
