I think everyone can agree one of the best parts of a new patch is seeing which nations get their own NI sets. And one of the most frequent topics in the suggestion forums are suggestions for said new NIs. Unfortunately, they can be difficult to find, and can fade away pretty quickly. Hence this thread.

As I recall there used to be a thread similar for this a while back, but since I can't seem to find it, I've created this; a new NI compilation thread, where I'll try to upload any suggested NI sets I see for nations that do not yet have them for convenience's sake. If there is an Idea Set of yours for a nation that does not have an unique NI set, or if I missed one of yours, please; feel free to post.

Edit: Also, please try to keep it restrained to only tags that are already in game or have been confirmed are being added.

At the request of @Trin Tragula, I’ve composed an index of this thread that I’ll do my best to keep updated. I’ve separated it into NIs for countries that already have them (which may or may not have been influenced by the ones in this thread) and ones that don’t, and then alphabetized them for ease of access. Author will be put in parenthesis.

This very belated update to the list was courtesy of @Aquamancer, who did the legwork in updating the thread to match the current situation of NIs ingame, as well as to make it more visually appealing.

Reactions:

This thread is more than 5 months old.

It is very likely that it does not need any further discussion and thus bumping it serves no purpose. If you feel it is necessary to make a new reply, you can still do so though.

@Grand Historian You can delete the first set of my Mainz national ideas in the OP, the second one is more complete and up to date :). Maybe @Paland0 and I can look into combining our idea sets a bit more as well to come up with a comprehensive and "final" one.

Ava Ideas

Traditions
+20% Manpower (They were in next to constant warfare throughout their time and yet depletion of manpower does not seem to have been a significant problem)

-15% Fort maintenance (Part of Avas defense was natural)

Heirs of Pagan
When the Pagan dynasty fell we were the ones to take up their mantle and carry on their great legacy; bringing order to upper Burma and keep the Shan raiders at bay.

+1 Prestige

Mesopotamia of Burma
Ava was built to take advantage of Irrawaddy and Myitnge rivers whom together create a valley that is perfect for irrigation and rice production which greatly boosts our food storages.

+10% Goods produced

Yadanazedi
In the 1430s buddhist monks brought five relics from Celyon to our then king Mohyin Thado and to house them he built the great Padoga "Yadana Zedi Sinmya Shin Padoga" or "Yadanazedi" and later added to in 1485 by king Minkhuang II and now it stands as a monument to the skill of our artists and architets.

-10% Build cost

Only the worthy
It is not our custom to presume that the successor of a king should hold the same loyalty over his subject as his predecessor did and thus only the worthy, martially minded, are able to truly reign over the Empire.

+0.5 Army tradition

Shan-Burmese marriages
Ours is a chaotic political situation of intruige, coups and insubordinat vassals yet through our intermarriages we have at least managed to create some diplomatic normalcy.

+1 Diplomatic relations

Courting chinese interests
In 1454 the Chinese acknoweldge the supremacy of Burma over the Shan states however they have been slow to repeat these promises and as such we are forced to find ways to coax them into doing so like protecting the Yunnan trade for instance.

-25% Fabricate claim cost

War on every front
We have allways been at the center of conflict but towards the begining of the 16th century the southern vassals and shan confederacy have begun to become increasingly rebellious and agressive and though they have met some success we have yet to break under the pressure which we have endured for the last 150 years.

-0.02 War exhustion

Ambitions
-10% Liberty desire in subjects

Archived - also removed the extra Mainz set and updated the list to be consistent with CoC. Suprisingly not too many NI sets needed to be shuffled around - I chock it up to the sheer number of new nations that got added in the new patch.

(I apologize for my tardiness - Thanksgiving's thrown everything off a bit.)

Yazd - (The only EU4 Nation with any history of Zoroastrianism during the game's timeline surely deserves a unique NI set)

Traditions:
+1 Diplomatic Reputation
+20% Fort Defense

Traditions of Religious Freedom:
After the fall of the Sassanids, Persia has undergone the tumultuous process of Islamization. However, the Yazd region has been spared from this inquisition by paying a levee to ensure the religious freedom of our subjects.

+2 Tolerance of Heathens
Shahr-e Badgirha:
Yazd had always been one of the most important centers for Architecture in Iran. The Zoroastrian temples in the city are among the finest examples in the entire world.

-10% Construction Cost
Harsher Climes:
The dry and mountainous regions surrounding our capital makes foreign invasion extremely difficult. By ensuring proper training in our armies, most invading forces will lose the battle before our men engage!

+1 Attrition for Enemies
Heirs of Yazdegerd III:
Although his rule is now more legend than history, we will never forget the leader for whom our city is named. By promoting ourselves as the true heirs of Sassanid Persia, we will surely be able to reclaim Yazdegerd's legacy.

+15% Improve Relations
End of the Zoroastrian Diaspora:
Through our strong and benevolent leadership, the faithful community of belivers need no longer seek refuge in foreign lands. By rekindling the Royal Fires, Yazd has surely created a safe haven for the followers of Zoroaster after years of relentless persecution. This, along with a sizeable population of Persian Jews had lead to a new burst of scholarly thought that will surely aid our great nation.

-10% Tech Cost
Subsidize the Silk Production:
Yazd has always been a center of traditional Persian handcrafts, including a substantial cloth- and silk-weaving industry. By using government money to subsidize these craftspeople, we can be sure that Yazdi goods will successfully compete in the world market.

+10% Production Efficiency
Reclaim our Legacy!:
Now is the time to realize our position as the true heirs of the Sassanid Empire. By thoroughly reforming our armies, we will surely be victorious over the Islamist pretenders that have desecrated our homeland for a thousand years.

+ 15% Infantry Combat Ability
Ambition:

-10% Core-Creation Cost
I designed these ideas specifically to syncronize with Zoroastrianism (+2 Tolerance of the True Faith, +10% Trade Efficiency) and the Zoroastrian Decisions (+0.5 Yearly Prestige/Legitimacy, -10% Advisor Cost, -10% Stab Cost, +1 Tolerance of the True Faith).

Archived. And I must say, I'm very impressed that someone was able to come up a set for Yazd.

Corsican Ideas:

Traditions:

+10% land morale
+25% hostile core creation cost

Kinsmen are Teeth:
The code of vendetta is an integral part of our culture, demanding blood be paid for honor. While this has divided our people at times, it also ensures that we will never lack for soldiers, thanks to the constant stream of men seeking to join us to find vengeance for their clans.
+10% manpower recovery rate

King Theodore’s Connections:
Our king, Lord Theodore Neuhoff, has traveled the entire continent and served countless nations from Spain to Sweden, and is a truly international man by all standards. The connections he has formed in the course of his exploits will no doubt be of great aid in securing our independence.
+15% improve relations

Expatriate Officers:
Countless Corsicans have in the past fled Genoese oppression, seeking opportunity in militaries across the land, from the Corsican Guard in Rome to the myriad armies of the Holy Roman Empire. We may now draw upon their experience in warfare to form the core of a modern military for our brave new nation.
-1% army tradition decay

La Consulta di Corsica:
Our people have a long history of egalitarianism, dating back to centuries before even the Enlightenment. We shall write for ourselves a constitution and establish an assembly to represent the voices of all our peoples, be they of the clans or the cities.
+0.5 yearly republican tradition/legitimacy

Corsican Vespers:
For far too long, we have been oppressed by our masters. Even now, they invite great foreign powers to return us to servitude, but we will not surrender. To our invaders, we say: “If your sovereign commands should oblige us to submit ourselves to Genoa, let us first drink the health of the Most Christian King, and then die”.
+1 hostile attrition
-0.02 monthly war exhaustion

Cornucopia of the Balagna:
From its very beginning, Corsica has overflowed with an abundance of natural wealth, whether the oysters of the eastern lagoons, the olives of the highlands, or our famous chestnut trees. Now that we have at last thrown off the yoke of our oppressors, who stole away the products of our labor, we can once more partake of the fruits of this beautiful land.
+10% goods produced

Mountain in the Sea:
Our island dominates the Western Mediterranean, occupying a strategic position for naval bases. The vast quantities of trade passing by us are a great opportunity, which we should do our utmost to take advantage of.
+10% privateer efficiency

Ambition:
+1 leader siege

Source: https://www.alternatehistory.com/forum/threads/king-theodores-corsica.419096/
There aren't many good sources I can find on Corsica, so I doodled something up using this alternate history timeline's research. While the events of the story diverge from our history after a while, the information on the society and culture of Corsica is still perfectly useable, and it has some absolutely fascinating tidbits on the Corsican Revolution.

Notes:
- I'm very iffy on the last idea and the ambition. I couldn't think of a good idea to fill in the 7th slot so I made up some vaguely smuggling related stuff, and for the ambition I wanted a leader skill modifier to represent Napoleon so I picked +1 siege since in-game the Age of Revolutions ability for siege modifier is called "Napoleonic Warfare".
- the order of ideas could also be shuffled around a bit depending on what one feels is more fundamental to Corsican culture and history in this time period
- "Kinsmen are Teeth" is named after a Corsican proverb referring to the importance of family (it's a bit more complicated than that but I don't know that much about Corsican culture so I don't want to make erroneous guesses)
- "The Corsican Vespers" is a reference to the Sicilian Vespers since it seemed fitting considering the parallels between Sicily and Corsica (pretty few, to be honest, but eh).

Achaea? Afraid not.
I only now noticed this but I do remember writing Achaea ideas and looking through the list you've on the first page of this thread it appears you put it under Aachen rather than Achaean (which could very well be my fault as Achaean could be the wrong adjective).

Achaean Ideas (Achaea)
Traditions:
+0.5 Yearly Army Tradition (all feudal land owners (vassals) apparently had to serve at least four months in field and four months as garrison according to law)
25% Garrison Growth (like the above vassals had to spend four months as garrison according to law which should give plenty of reinforcement for garrisons)

Crusader Roots
With less than 1000 soldiers the land we now live on was taken during the fourth crusade, an astounding achievement if you were to ask any respectable soldier and this event will help inspire our men to fight our enemies more proper.
10% Land Morale

No Sibir Law
While the old Sibir laws are implemented in most of Europe forbade the inheritance of land for women we've never had such restriction. Any woman may inherit the land, which will give us less trouble with future successions which will make any crisis we had in the past not reoccur.
50% Chance of new heir

Achaean Luxury Goods
We've long relied on exportation of luxury goods to keep our economy afloat, this might be a tradition we want to continue as we look to expand in the future.
10% Goods Produced Modifier

Assizes of Romania
Codifying the law might be necessary but is hard work and luckily we've a compilation of laws ready to be used within the Assizes of Romania which will become the common law for the states of Frankish Greece, ours included.
-10% Stability Cost Modifier

The Achaean army reform
With the few soldiers we can actually field it's of utmost importance that we don't suffer causalities. By making sure our infantry is ready to deploy the newest tactics against our enemies we'll easier be able to do so.
10% Infantry Power

Frankish Roots
As new ideas have suddenly spur up in France we're finally able to benefit fully from our heritage and might be able to attract both Greek and French philosophers to our small principality so they can spread their ideas to our administration.
-5% Idea Cost

Resisting Ottoman Expansion
To make sure our position in the Mediterranean remains protected we must improve the forts so that the garrisons are ready to resist the sieges that are to come. Luckily we're able to draw inspiration from the great fortification that once protected Constantinople against the Ottomans to improve on our own defenses.
10% Fort Defense

Ambitions: 0.5 Yearly Legitimacy
(the post have been shortened).
But like you mentioned the more the merrier (even reading through the idea set I proposed earlier I could've done a lot better job).

Oops, my bad - thanks for pointing that out, I'll correct it at once.

Also, for anyone wanting to make an Achaean set: keep in mind the tag is also used to represent the division of the Despotate of Morea post-1453.

Although the Shogunate has imposed severe restrictions on the construction of castles, we can get around this by disguising fortifications as innocuous structures such as temples, replete with booby traps, hidden doors and secret escape routes. Cobbled this together for a mod I'm making. The descriptions are pretty sparse and I'm not sure on some of them, like Etchu Irrigation or Hokuriku Trade so suggestions would be nice.
As a sidenote, I also want to make an Ikeda idea set but there's barely any sources on them.

EDIT: Revised idea set

Although the Shogunate has imposed severe restrictions on the construction of castles, we can get around this by fortifying other structures such as temples in secret.

Etchu Irrigation

+10% Goods produced modifier
While ideal for agriculture, Etchu is plagued by flooding. By establishing irrigation networks we can increase its rice output immensely.

Kenroku-en
+1 Yearly prestige
To show off our wealth and riches we shall construct the most beautiful garden in all Japan, demonstrating all six ideal attributes: spaciousness, seclusion, artifice, antiquity, waterways, and panoramas.

Ambition:
+1 Diplomatic reputation

Cobbled this together for a mod I'm making. The descriptions are pretty sparse and I'm not sure on some of them, like Etchu Irrigation or Hokuriku Trade so suggestions would be nice. As a sidenote, I also want to make an Ikeda idea set but there's barely any sources on them.

Someone who's not me doing a set for a Daimyo? Color me impressed. The only problem is that the Maeda have no cores in game and no event to generate said core.

Anyways, One Million Koku Fief would be more appropriate than Etchu Irrigation as it specifically denoted the Maeda Fief. I'd also personally recommend replacing Hokuriku Trade with something for the Oyama Temple - either Tech Cost or Heretic-Heathen Tolerance. Toshinaga Maeda invited a number of dispossessed Christian Samurai to settle in their domain (until the 1614 ban), Toshitsune handled meeting the 1616 Thai delegation as the Shogun was sick, and Oyama Shrine is famous for its usage of western architectural elements and stained-glass windows.

Thanks. In my mod I intend to make events spawning Maeda and Ikeda just like the ones spawning Chosokabe, Hojo and Mori added in 1.24.

Yeah, I think that mentioning Oyama Temple would be a good replacement. I thought that the western architecture was only added in the late 19th century, though?

BTW, where do you get your sources? I didn't know about the Maeda inviting Christian samurai.

Most accounts of Ukon Takayama mention his resettlement to Kaga and employment as a retainer, and it was highly likely through his good offices that Joan Naito and his family were given shelter there after Sekigahara and the destruction of the Konishi (that Toshinaga's sister, Go, was also a convert and the wife of Hideie Ukita likely had a hand in it).

Traditions: -10% Fort Maintenance, +1 Diplomat

Marquisate of Montferrat:
+25% Land force limit modifier (also title change in title to Margrave/Marquis even if not a March)
Montferrat has been a March in the Kingdom of Italy since the time of the Carolingian Kings. Our military must be an able force if we are to uphold the dignity of this title.

Palaiologoi Sovereignty: +1 Yearly Prestige
After the death of the last Aleramici sovereign of Montferrat the land was inherited by Theodore I Palaiologos, the nephew of the previous ruler and son of the Byzantine Emperor Andronikos II. While our Marquis is certainly a good Italian Catholic, such a noble lineage nonetheless is worth noting.

Ghibelline Legacy: +15% Better Relations Over Time
Montferrat has always been a city of Ghibellines. With the presumptuous French turning a greedy eye to our fertile Piedmontese lands, good relations with the Holy Roman Emperor and our other allies are more important than ever to keep the French threat at bay.

Sacro Monte di Crea: +1% Heretic Missionary Strength, +1 Yearly Papal Influence
It is told that St. Eusebius was the founder of the sanctuary on the top of this mountain. By expanding it into a monument to the glory of the one Holy, True, and Catholic Church we may triumph against the new heresies just as he triumphed over the Arians.

Patrons of the Renaissance: -5% Tech Cost
Artists of all sorts are always in need of patrons, and our palaces are always in need of the latest in paintings, music, and theatre. In the name of cultural achievement, such a match seems only natural!

Wines and Truffles of Montferrat: +10% Goods Produced Modifier
The wines produced in the hills around Montferrat are renowned throughout Europe for their quality. Likewise, our lands also produce truffles. Our wines and fine white truffles fetch a handsome price in the courts of many fellow rulers; we should encourage further cultivation.

Architectural Legacy: -10% Build Cost
Montferrat has long been a center of architectural innovation. Our cities contain palaces and churches in a great many styles, from the old and imposing Romanesque style to the latest in Baroque fashion, and everything in between. We should strive to build palaces and churches even greater yet.

Sulu Ideas: Take Three

Traditions:
+1 Yearly navy tradition
+20% Morale of navies

Legacy of Karim ul-Makhdum
+2 Tolerance of the true faith
Since the arrival of Karim ul-Makhdum our state has become one of the most staunchly Islamic realms in the Malay Archipelago, our customs, beliefs and laws shaped by his teachings.

United Islands
-0.05 Monthly autonomy change
Our Sultanate is not an homogenous state, the Sulu Archipelago alone is home to many ethnic groups. However, bound by a common Islamic heritage and a strong central government there is little discord amongst them. We should ensure that new lands that fall under our protection follow their example.

Chinese Trade Connections
+10% Trade efficiency
We have a prosperous relationship with the Chinese, their merchants have docked in our ports since the days of the Yuan dynasty, and we briefly served as a tributary to the Ming. In exchange for slaves, pearls and local produce they provide us with textiles, ivory and even modern armaments.

Recruit the Bajau
-10% Sailor maintenance
The nomadic Bajau people have a reputation as good sailors, owing to their seafaring lifestyles. We should recruit them and bring their naval expertise into our fleets.

Pirates of Mindanao (shared with Mindanao ideas)
+10% Embargo efficiency
+25% Privateer efficiency
The increased hostile presence throughout the open seas has ruined many of our captains. We must resist those who would put tariffs and regulation on our shipping and instead wholeheartedly engage in smuggling and piracy when we need to. By giving safe harbor to those hunted for piracy we might also increase our activities to once again chase away those who would limit our access to the seas.

Mastery of the Sulu Sea
+20% Naval force limit modifier
As an island nation, our very survival rests on the strength of our navy. As hostile powers encroach, we must construct fleets larger than ever before to secure control of the seaways.

Pearling Fleets
+10% Goods produced modifier
While slaving and piracy are well and good ways to make a living, their profitability depends entirely on the military success of our fleets, which means that in times of misfortune on the high seas our riches are endangered. To prevent this, we should begin developing industries in our home islands, especially that of the pearl trade.
