Politburo meeting of October 3rd 1963.
Molotov: Khrushchev, there are many things you must learn today and very little time for you to grasp it.As you may recall by the previous briefing, North Vietnam annexed South Vietnam with much assistance from the East German army.Well, 2 days later border clashes between Cambodian supporters of the South Vietnamese escalated into outright war. We did all we could to prevent it, but Walter's army greatly supported the NVA advance, and a week later, Ho Chi Minh
annexed the Cambodian state outright.
Khrushchev: This is not the way we export global communist revolution, and I would like you to inform Minh of this fact, but we will not protest his gaining this territory as Cambodia was not strategic in any way shape or form.
Khrushchev stands up and asks Molotov to come with him to the secret room
Khrushchev(whispering): If you could, Comrade Molotov, as an aside, tell Ho Chi Minh that if he would like to conquer all of South East Asia up to the border with India, we will not try to stop him.
Molotov: Do you mean....?
Khrushchev: Yes, we will support the establishment of a pan Asian state if this is what Chairman Mao desires in the future,provided Communist China joins the Comintern like any reasonable communist nation.
Molotov returns to the board room with all the Politburo members and Khrushchev follows. They sit down as if nothing
happened.
Molotov: Khrushchev, STAVKA remembered you're strong support for the U.A.R. and Comrade Zhukov took lengths to try and re-establish that state. Once Saudi Arabia is annexed, we will support the creation of a U.A.R. that borders Turkey in the North, the Gulf of Aden in the South, Libya in the East and Pakistan in the West.
Khrushchev: Comrade Molotov, do you understand just how massive a state like that would be? You propose operations against Iran,and then giving that territory to the new reformed UAR? You understand,properly, that this requires we play catalyst in the reformation of the UAR?
Molotov: Yes, Nikita and we understand the risks that would come with it. The Foreign Affairs committee believes the
reason that the Western world has dominated for centuries is not due to the strength of its main powers, but the reliability of its minor powers. Up to this point, the only reason for any delay in our war effort against the West has been due to the interference of Canada, not the USA or France or even Britain, but Canada and West Germany. Those are the only nations that have really slowed us down. So we believe that, without a doubt, the establishment of a strong Pan Middle Eastern state would lead to only major benefits for us.We also have another picture to show you that we believe supports our viewpoint.
Khrushchev: What you propose is risky. The U.A.R., during its unfortunately short existence, was never at any point Communist. It was a strong Monarchy state that bordered on Fascism with the power of its Central Government. We allowed a government like this to exist due to our very strong interests in the Middle East. I ask you,Molotov, do you intend for the government we set up in this "super-sized" U.A.R to be a puppet of ours, or a free state that is merely allied to us, free to leave as the wind blows?
Molotov: Nikita, I think they would serve us best as a puppet for the first 5-10 years of their existence, but further after they might be allowed to go their own way. We would need to help them set up their IC and infrastructure,definitely, but we still think this is a good idea.
Molotov quiets down as Georgyi K.Zhukov steps up as Red Army Chief of staff,as it is his turn to speak.
Zhukov: Comrade Khrushchev, this was what I warned you may happen. Our inability to quickly rid the American presence along the Mediterranean islands....has led to a very frightening situation occurring in Yugoslavia.
Khrushchev: Zhukov I am not, as you are well aware, extremely aware in the field of military matters. Id like you to describe in depth what is going on in Josef Tito's country for me.
Zhukov: Because the Armies of Warsaw are off pursuing goals in Saudi Arabia,Cambodia,Denmark,Norway and now the United Kingdom,there were very few divisions designed to guard the Greek and Yugoslav coasts. The Americans have landed in depth because of our withdrawal from those regions. This has lead to the terrifying possibility of the Yugoslavs
(a nation providing the bulk of our forces in Saudi Arabia at this moment) quitting the war and joining the Allies.We are moving immediately to provide in depth reinforcement to our Yugoslav allies......but the total destruction of the French army that we pulled off does not help us. This is something that you stressed to us, and we stupidly ignored; that the Western armies may prove to be an asset to us.
Zhukov: Our underwhelming airpower is not doing Warsaw any favors either.We must build fighters and deliver them to Comintern nations as soon as possible. The West can airdrop troops at will anywhere, and our lack of a navy whatsoever is also....really not helping!
Khrushchev: Comrade Kaganovich is moving to solve these situations. Zhukov, You will do what has to be done, and this time leave many coastal garrisons. We will assemble a new, lighter,sleeker Red Army out of a force of 300 divisions. The remainder of the Warsaw Pact nations forces will go to coastal defense.
Zhukov: I think this situation is even more frightening than Yugoslavia. Atleast in Yugoslavia, Americans are not actually in the USSR. Here, they are, and they are moving fast. Vladivostok has fallen. Many of our important Siberian transit hubs have fallen and we have no plan to realistically counter attack, nor do we have the assets in theater to do so.I fear I am starting to sound like Marshal Petain, but much of what is occurring now,I warned you might happen. Americans have military access in Japan and they are using it to gain a foothold in the Eastern tip of our country. If we do not act decisively, they will reach Moscow.......from the East! (Zhukov chuckles at the thought quickly, but Khrushchev understands the severity of the situation.)
Khrushchev: Intelligence seems to indicate that the Americans have landed between 10-45 divisions in the immediate Siberian area. What can we do to repulse them, Comrade?
Zhukov: I think our immediate best bet is to continue our course of continuing to build paratroopers for the invasion of Great Britain, but also build some new tank divisions. I understand Siberia is not the best place for tanks to break through in though, so I will also recommend we build many divisions of mountain infantry. It is unrealistic for us to swing the entire Red Army East right now. We can hope that maybe Kim Ill Sung will realize the gravity of this situation and assist us with an attack in the South.
Zhukov: We believe this situation is our most dangerous; but also possibly our most promising.
Khrushchev: How do you mean?
Zhukov: As you can see, the Americans have landed in depth in Egypt. It is possible that without immediate assistance from the large Comintern Armies in Saudi Arabia, Egypt might fall to the Americans.
Molotov: Egypt is our dearest ally, we cannot allow this.
Zhukov:Oh, Comrade Molotov (he gives him a knowing look and winks) I think we can. If America takes over Egypt before we can reinforce them, then we are tasked to liberate Egypt. In such a situation, we can finally reform the U.A.R. This achieves Khrushchevs stated goals for 1962,and though they may be 2 years late, it will help. We can also make the U.A.R. a communist entity, if we let them fall to the Americans
Molotov: But what will Warsaw think if they realize we are wantonly allowing the Americans to land in their countries?
Khrushchev: Ask France. Once the Americans made their incursion there, we buffed the defenses of the Benelux countries. Each country was assigned a regional Peoples Army consisting of 10 divisions drawn from the locals.This is what we will do in a situation where we allow Egypt to fall. We do not WANT to do this, but given the logistical inadequacies of the roads near the Suez canal, we wonder if it is a necessity. We may simply not have the time to withdraw enough divisions to save Fuad I's government, and the Politburo is beginning to see this as a good thing.
