I would do this with generic partisan revolts. They require no supplies and can't get too messy and are easy to code. The question is, how many partisan "divisions?" Each is represented as a militia unit and they are pretty easily defeated. Lots can be created (I just tested), but I'd like some input. As of right now I'd say... three. Maybe five? But I haven't done any combat testing of militia divisions in Warsaw fighting Germans.
I dislike the idea of USSR or England having events to "support" it, though.

Also, what would be nice, would be to gain some of the finnish leaders, ministers, tech teams if they are part of Scandinavia... Maybe a big "wake leader" event..

Anyway, have been SMEPing a new scenario, began with the swedes and creating scandinavia (i think i told you this before), then played with da germans... everything went fine, italy + japan in the axis, then japan declared war upon the USA (the killed the chinese before, therefore getting the whole of china). No comes the fun part - they hold on to the provinces in manchuria (by that time i already was at war with the soviets, and so was japan), and the americans kicked the japanese fleet's butt. somehow there was a fun event, that killed the japanese and the usa puppeted them. so far so good, north and south korea were created. soon one of your events fired, and boom, the US was at war with the soviets and the axis as well - so total annihilation!
one problem remains though - russia is getting it's butt kicked, having only some province east of the urals left (lets say about 50, nothing spectacular), is there still something like bitter peace for them? japan controls the whole east of russia, and partly up to lets say about 3-4 provinces near stalingrad. Remember, they're not in the axis anymore, but in the allies - is there still an event for the Soviets to get to peace talks? i want russia up to the urals and the baku oildfields, the japanese may have the rest of it...

another interesting thing happened - germany invaded sweden before (they already got norway, and after the surrender event scandinavia was created! way cool, if you ask me - but they're still national socialist, is this the way you intended them to be?

So. While I find it fine for Scandinavia to join the Winter War, I don't see them owning Finland after the Bitter Peace... if they're in the Axis, that is. Hitler wouldn't like a too strong a northern ally.
