Remeber that taking a bonus, you pay only a part of the PI required.
For example taking +1 mercantilism needs to have 100 PI, but once you activate it PI drop to 70, not to 0.

Are you sure you're not encountering the non-monarchy display bug? (If you're not a monarchy and don't have the +legitimacy option available, the tooltips mess up.)

Catholicism was only good in 1.7 if you had 4 or so controlled cardinals and a good relationship with the pope. Every other religion is better to start with and depending what you want do Orthodoxy is decent at one end of the spectrum or the other, but not mind blowing.

Now, I think being the only major Catholic country is really the way to go, as soon as the revolutions start, pick up defender of the faith and ride out the storm, expanding and converting like crazy. Please don't complain about the Papal system until you are a major country seen as the guardians of Catholicism, like Spain, France and Portugal were in our past.

As a member of the HRE looking to much it all up, pray for revolution, as a minor nation the Papacy is not your ball pit.

Yeah large Catholic france, Austria, Spain really do best catholic long term. A lot other can as well but maybe not as easily or as well now.
Don't forget to vasslize/march the pope. Good pi + He can field a decent size for a 1-2-3 province minor.

Marches bonuses are not so great that I want to forgo the easiness of going to +200 improved relations with the Pope, no matter what happens.
