$14.99 which currently in the United Kingdom is £12.01. If our pound is stronger it will be cheaper I suppose but if the pound drops then that price goes up.

It doesn't work that way due to tax, hence the official price is £10.99

I still don't understand why we cannot preorder it on Steam or GMG just yet.

Don't know how you work that out £10.99 + UK VAT (20%) = £13.19 & Finland (EU) Tax is 24%. But we'll see if you wait until the last minute

The UK VAT is included in the £10.99 already, the UK has always had cheaper games compared to other countries because the Pound was stronger. The effects from Brexit has not changed this.

It's not a bad thing that it was cheaper than the other expansions (Snowfall and After Dark), I managed to pick up the smaller DLC too (Community Creation Packs, the new Radio DLC) for a decent price. So I spent roughly £19 all together.
