The mysterious non-functioning budget slider

Does anyone know why the budget sliders sometimes stop working, or have a way to fix it?

Maybe you forgot to close it before the end of the month ?

That means, that they do not work instant, but the changes come in affect only after you closed the budget window.

Also if you have locked them then you need to unlock them first by double clicking on the slider.

I knew about locking/unlocking, but I didn't know that you had to close the budget window. That's actually both really easy and not mentioned anywhere in the tutorial.

Tutorial only covers principal aspects of the game but it is a fact there is no tooltip on the Close button of the budget "window".
