Because my country (Uruguay) has both, and I have to choose which one the Ministry of Armament represents. I have noticed that in many countries it represents the ministry of the Treasury, which in Uruguay would fall under the Ministry of Economy, but since we had and have a separated Ministry of Industry, I would guess that militar production would go under that one.
