The tooltip says that a melee attack is considered a charge if the target is 3 hexes away, target hex included.

Playing with PBEM & SP Balance Mod, Shadow Realm, and some other mods, I was surprised to notice that, on this time, charge would require 1 hex more. Map is Life Node. I first thought that the target had First Strike, but no, it's an independent Fellhorse, and moving 1 hex more allowed me to charge it.

I can't say yet if it this is reproducible.

Screenshot 1: my Ghoul Shadow Elf Exterminator is 2 hexes from target and can't charge!

Screenshot 2: the same unit can charge another Fellhorse further away.

Screenshot 3: stepping sideway allows the unit to charge first target.

Any insight anyone?

The tooltip (and the ToW entry) is wrong. A unit has to move 3 hexes. If it attacks after moving that distance it gets the Charge bonus.

Thank you! I'm ashamed that I've not found this description an issue so far. I mean, we all charge from minimum distance several times a game!
I was starting to figure that it was specific to Shadow Elves...
