As it is now, the game works as follows:
  • Levies are led by Governors and Legions by Legates and Tribunes.
  • When you split a levy, all levies are led by the governor. When you split a legion, the three tribunes by order are selected to lead the armies.
  • Governors have wages as well as Legates but tribunes only are payed when leading legions.
  • Kings, consuls and governors cannot lead legions.
I suggest to change how you lead your armies with the following mechanic:
  1. You can choose who leads a Levy or Legion based on character localisation.
With this system, the player is free to choose a rooster of four characters located on that region to lead the legions or levies from within that region. Like Legates and tribunes now, all will be jobs but only paid when active. Being the governor/consul/king and in the military rooster saves money to the player, as you do not have to pay double.

These characters will lead Legions and Levies of the region. When the legions or levies of that region are more than the commanders in the rooster, then those armies will have no commander.

For example, in this case, the first commander is assigned to a Legion, while the second one is leading the levy. If the legion is separated, the following tribune will lead it. Likewise if the levy is divided, the last tribune will lead it. First come, first served.

This will require characters to have a new attribute: localisation. For example this character will be based on the region of Cisalpine Gaul:

How this will work? I suggest the following:

Character localisation

When you designate a Governor to a region, the next to kin will go to that region. With time, the character can entice other characters to go live in that region. Friends of the character will be easier to convince. Characters can be brought by offering them holdings on that region. Characters with holdings in one region will be very difficult to convince to leave that region.

The player can influence movement of characters between regions, but also other characters.

Of course, characters in Cisalpine Gaul will not be able to serve in Rome government offices, unless they are elected as consuls. Then they will move back to Italia region.

Characters pardoned after conquering a nation will remain in that region. Allowing for same culture and religion governors (like Iccius Galanus in the OP last picture).

They will also be ready to serve as generals and tribunes for that region if the player decides so.

If the player wants to send a character from the capital region, most probably it will be a young one with no attachments (holdings) to that region. Allowing for a young character to make a career as governor before returning to the capital (statesmanship). Ambitious characters after some time in the Provinces will demand to come back to the capital.

I think it is a good flavour expansion of the location data for each character, but I'm not sure I see the need to region lock appointments. I do agree that a Governor needs their own support staff though.

It is a soft trade-off, as you can always move the character between regions. Only that in some cases it will costs you PI or loyalty.
  • A young character without family will be eager to take the job anywhere you send him without cost.
  • A family head in your capital will take a lot of PI and maybe loyalty to send it abroad.
  • On the contrary, you will gain loyalty if you bring back an ambitious trait character to have a job in the government. A content trait character will need some PI to bring him back.
This also allows for choosing your military commanders from characters based in the region. I have changed the artificial limit of governor/king/consul->levy for a more real one, the location of the character.

All my yes. As you already know, I'm 100% for tracking the location of characters, and implementing something to avoid governords communicating via antique radios to boss their levies around would also be great!
