currently the meta for every nation is to go quantity, economic and quality ideas. This is for a few reasons. Firstly it improves their military might by a lot. Secondly they can stack very powerful policies like 5% dicipline (eco+quality) and 10% devcost reduction (quantity+eco).
For those of you that dont play multiplayer very much this might not seem like a very big problem, but what ends up happening is that every nation's strategy becomes very similar and boring. If you deviate from the norm you are simply at a disadvantage because you will lack both manpower and economic strength.
The proposed fix
Swap the bonus from Innovative ideas(-25% advisor cost) and economic ideas (-20% dev cost reduction)
I belive that this change makes the dev cost strategy more of a commitment. If you want to maximize your dev cost reduction you would now be forced to go for 3 ideagroups instead of 2. Giving players the choice of delaying their 2nd military idea or delaying their dev cost reduction.
This would also have the side effect of making innovative the true god of saving monarch points, and i can see a lot of people arguing that this would make innovative ideas a lot stronger and that innovativeness is already a very powerful buff. Afterall if you have innovative ideas +eco + quiantity you would actually have even more monarch points saved, Since you also get increased innovativeness. and tech cost reduction.
I think this will also not be a problem because innovativeness is gained slowly and it's value only really shows itself in the lategame. And most multiplayer eu4 games end around 1600. Forcing people to go for 3 ideagroups for devving means that they have less idea groups for other things. like military or trade. allowing people who skip innovative or eco more flexibility in their idea choice.
