These are Direct Quotes from Moo via Reddit. These are not used for evidence against the developers these are features they would like to add after launch overtime.

Content / Updates to be Free with additional paid expansions (DLC's)
For updates we're going with the PDS model of combining free updates/patches/content with additional paid expansions. We plan to support Skylines for a long time ahead.

No tiny bunch of assets but DLC's that will be larger expansions adding substantial gameplay.
Our goal is to not have any intrusive microtransactions in the game, but that doesn't mean there won't be additional paid content. For example we might have steam-store-DLC accessible from in-game menus. But nothing silly like premium currencies or buying a tiny bunch of extra assets for a dollar here or there. These DLC's will be larger expansions adding substantial gameplay value.

Season and Day / Night Cycles.
Well, yes and no. We have a list of things we really, really want to add and daresay both seasons and day/night cycle are there. But on the other hand we're not deciding things 100% before the game has been judged by our players and they have told us what they want.

They like to add snow and snowplows post release. Weather simulation, climate simulation.
Yup, something we want to add post release.

Translations done by fans:
We'll be looking at potentially doing fan translations post release. For legal purposes we're not doing it prior to launching the game. :)

More Arenas
We're aiming to put in as many arenas and other similar ploppables as possible, and the goal is to continue adding post release too. Right now I think we have... 2 different stadiums but that will expand, maybe not at launch, but relatively soon.

Expanding Transport Post Release
Hello! The transport options you're seeing are pretty much the ones we're going to launch with, so don't expect any major changes there. We have chosen to simplify some aspects for gameplay purposes.
Still it's an area we'd like to expand into further and improve on post release!

Improved Airports
Nope, not at launch or without modding. We launch with only a smaller sized one piece airport. This is an area we know we're not perfect (still very pleased with ourselves, though, and it's functional) and aim to improve post release

More Camera Options
Good question. I think not, but it's a nice to have feature. We've been discussing adding more camera options post release for people who want to do videos (so for example noclip freecam, better controller support etc.) so that might happen depending on community requests and wants.

Other Devs Refrences via thread posts:

Adding Underground roads
I don't know yet if we will have the time to implement this before the release. However the team feels this is an important addition to the game but the schedule is still unclear unfortunately.

I like to put a suggestion in.
I noticed tons and I mean tons of Language questions. I assume that all the Text is string values in the game. So maybe open it up to modding so players can make their own translations and post them onto steam. This solves any legal issues you guys will have and overtime you can hire someone to add them officially to the game for larger countries you need to deal with sales.

I speak bad English and even worse English. But this might be just a good way to solve the language issues.

about transport:

Since they made cities in motion series, why not having monorails? water buses? ferries?

also what about seaport? which does look tiny in the current release?

Because they said it many time, initial release will be to have a good base game than those things will be added as time past by.

I'd love for day/night, seasons and SC4 Rush Hour-esque expansion packs.

Building variety isn't hugely important for me, but I'd love for CO to release a comprehensive DLC pack adding 100 or so new buildings. After release the dev team should have a little more free time (pretty much working on bug fixes, balancing and new content) and hopefully they'll have time to work on things the community want but can't expect from a team of 13 on launch.

Man the only 2 major things i really want for this is:

- Rush Hour with Day/Night. It would be awesome to see the streets desert at night with police cars patroling the streets.
- Weather system with real impact. Imagine a flood destroying part of your city or a tsunami doing something like Fukushima. Maybe snow making roads undrivable so since people cant get to their jobs companies would start to bankrupt unless you done something.

For "minor" things i would like to:
- Ban street parking to get +1 lane.
- Park meter to earn some cash if people decide to park in a busy street.

I think my others things can be done with mods like a huge aiport.
