Just a Q : What state has claims to the area of Western China thats not in Tibet but in that one Steppe Corridor? (Its a revolter, obviously.)

I was thinking that I could make some events, there could be a "Shi'ite Arabia", which would be Eastern Saudi Arabia -- lots of oil, but only like 10% of the population. If the Iraq war goes sucessfully (Along with the rebuilding), Shi'ite minorities in nearby Sunni Majority nations could see it as a light at the end of the tunnel -- and, since its in an economically important sector, my guess is the West wouldn't be reluctant to make friends with such a state.
