So, I have a contender for what's said by the title, coming to a grand total of -304.5% Development Cost (not counting the 30% Development Efficiency, which works a little differently). I started as Korea and formed Siam. By forming Croatia and doing one of their missions, I could add another -5%. There are also temporary events (an EoC one that gives -15% to a random province sometimes, -20% from Spring Rains, and, I believe, a few others) that add even more. Expand Infrastructure also adds -5% every 15 Development, so if my capital was 100 Development instead of 73, that'd be another -10%. I'm not solely devving the capital, however, but trying an optimized Tall Korea run. I'll likely do a more-depth post about it once I'm done with the run.

P.S. I know some countries have a -15% Development Cost from ideas, but this is the same as starting as Korea, doing the mission for owning Tokyo, and then adopting Siamese ideas (the missions of which add another -5%). I'm also aware that being in the HRE adds another -5%, but hard to do that as Korea (and I'm not sure how it works with EoC anyhow).

The mission for owning Tokyo adds a province modifier - not a national one. This means you can have an AI Korea (even a vassal) complete the mission on its own and annex the province yourself.

For province dev cost modifiers, there's also a Burgher priv that gives -15% dev cost to all trade centers in your home node.

Oh that's certainly good to know. In that case, one merely needs to make sure that Korea does the mission somehow. As for the Exclusive Trade Rights. It wasn't available when I played, and I found out it's because you need 3 Centers of Trade in a trade note, and Korea only has two. :(

That's not how it works -- the modifier will disappear on conquest.

To do the second thing -- you should be playing as Ouchi until they get the Kyoto of the West event, r+pa Korea and then full annex Ouchi (well, technically only need that one province, forgot its name), click on Chrysantheum throne mission, r+pa Majapahit full annex Korea. All in the span of four months so you can get the provincial modifiers on Majapahit. Good luck on this one :p

Bonuses from lvl 2 and lvl 3 CoT in one state can stack and some nations have mission that creates center of trade in their capital. If you have lvl 2 CoT in capital and lvl3 in other province in the same state then capital gets both bonuses. You can temporary move your capital to do this.
