the manual says you can make railroad tracks "to the map's edge"

The manual says (under "Outside Connections," on p. 26), that one can make a outside connection for one's trains by "buid[ing] tracks to the edge of map, or connect[ing] to the tracks to existing ones that lead to the map's edge."

It the first part of that that interests me. I don't believe this is possible, simply plopping tracks down that lead to the edge of the map and are visibly unconnected to anything. I think it's likely that the manual writer was either mistaken or was referring to an earlier version of the game.

It doesn't matter whether I attempt to build traintracks to the edge of my city limits or to the edge of the map as a whole, I am unable to place because I get an error message saying "OUT OF CITY LIMITS."

Is there something I'm not seeing?

The ability to lay rail tracks to the edge of a map ('outside connection') is a feature in the map editor.
You cannot build outside connections in-game. There needs to be a rail connection in the tile you are building in to do rail connection to the 'outside world'.

I haven't reed the manual. Maybe they missed the point that it is only in the editor?
