we play a specific character in tyranny or we creat one like in pillars of eternity, choosing race and class??

not that is a very important thing to me, i would not mind get stuck in a specific character if this help to make a better story.

While this is not a complete confirmation for either option, it's pretty interesting.
 
The idea of having a customizable background tied to the story is certainly promising, one could decide to play either someone who opposed the tyranny to the last battle, or one who helped its formation, or something else still.
"Customizable look" is pretty vague, if one forces the meaning, it could be just said to refer to the equipment. Though I'm guessing if customization is allowed in the background (which allegedly will influence the story itself), I don't see why there shouldn't be at the very least the basic options of gender, race and such.
 
Some backgrounds that i think would be pretty cool:
- PC was a champion leading the armies of Kyros in battle.
- PC infiltrated the "good" empire to cause chaos.
- PC used to belong to the good empire, but betrayed them.
