EDIT: Granted, the situation I have in mind is unlikely to happen in a small sized company where all the devs sit in neighboring cubicles.
Last company I worked for was a multi-billion dollar company, so much bureaucracy everywhere and so many deadlines. We could never refactor anything despite the fact that we always made tickets to do it, their priority just kept getting pushed down
Luckily my new company (I keep thinking of it as the new place even after almost a year) is nice and small 6ish independent teams of 10 people each (some overlap), my team has 5 devs. We just got to a whole nice refactor of a tax app. Redid it with react and redux and sails. Made a nice waterline adapter, made everything nice and modular. It was awesome
