I think they fire for somewhere around 4-6 "major powers" who either did or reasonably could own provinces in the area, including Spain, France, Austria and England. There may be one or two more, but no, not the Swiss.

Anyway, now that I've got that out of my system, I'll say that AdmiralNelson's experiment seems to have led to a very blobby Europe. I think France's early domination is probably because they haven't spent money colonizing, so they focus on conquering small German states instead. England, on the other hand, might rely more on colonies, which would explain why it is losing to Scotland. And Russia, of course, can't stand up to Sweden and Lithuania without leaders.
