a.k.a. "The Pope! How many divisions has he got?"
What if Italy was still divided into pre-unitarian states until 1938? What if suddenly war erupted between them?
This is a battlescenario in which you can find three main alliances: the Kingdom of Italy and Corsica, the Papal State and the Kingdom of Two Sicilies, and the Republic of Lombardy-Venetia. Revolter states include Tuscany, Sardinia and Malta.
I did not develop a precise historical path leading to this situation. I just wanted to make something different from the old Papal North vs. Socialist South in Kaiserreich. I wanted to see the tanks of the Pope rolling in Palestine, Venetian carriers sailing in the Mediterranean Sea and many small nations with interesting historical people that you can hardly see in a standard game.
Kingdom of Italy: it's the most imperialist and expansionist state. They have a modern and superior army which is supposed to blitz through the enemies defences, but their air force is average and their small surface fleet must be used carefully, while their large submarine forces nibble the enemy ships and convoys.

Corsica: a recent Italian Irredentist coup d'état aligned this small island with the Kingdom of Italy. Their forces are almost insignificant, but they could be used for sudden attacks in remote areas.

Papal State: struggling to survive in the 20th century, the state of the Church developed a strong air force under the influence of worldwide known aviators like Francesco Baracca, Italo Balbo and Ettore Muti. This will allow them to destroy both the enemy armies on the land, and the enemy ships and convoys threatening the territories in Palestine. Their small army and navy need the assistance of their Bourbon allies, although two special units of Knights could make the difference.

Kingdom of Two Sicilies: their army is very large but badly equipped. Their navy has the numbers to match the Venetian Fleet, but the ships are terribly outdated. It looks like they will need the help of the Pope's planes both on land and at sea. Plus, they have some problems in Sicily...
HoS: Ferdinando Pio di Borbone-Due Sicilie
HoG: Antonio de Curtis di Bisanzio
Sicily: an uprising led by separatists and mafiamen took control of the island. A division of the army and a small number of submarines and planes joined the rebellion. Their goal is to avoid the recapture and force the Kingdom of Two Sicilies to concede the independence.

Republic of Lombardy-Venetia: they have a large and modern fleet that includes carriers and the most powerful battleship in the Mediterranean, the "Bucintoro" which is the flagship of the Armada Veneta. The fleet must take control of the sea and protect the Republic and her dominions, because the army is relatively small and the land based aircrafts have been neglected. The highly trained marines units "Fanti da Mar" have to quickly assault the strategic ports of the enemies and force them to surrender.

This scenario is currently in pre-alpha stage and I won't be able to complete it anytime soon. Plus, I want to add more states, both in Italy and abroad (Albania, some kind of Austro-Swiss kingdom, a nation in the South of France, some more in Spain or Levant...). So I can't say when it will be done and playable. Then, if things go well, I might convert this scenario to a more detailed map.
I'm obviously open to comments and suggestions.
