So theres been a lot of talk banded about on the subject of the historical decisions and their flexibility, I will take it as read that the Emperor and those events surrounding him will be included in the game. And so ive been thinking on it and possibly this is like how your already planning to do it but i hope this will serve as an example of how i see it a possibility for both historical action and plausibility and blue-sky freedoms. Possibly the Events Megathread still exists but i obviously missed it in a quick look. but its here anyway.
If the United States of America is engaged in the Civil War, a Great War or subduing the revolution of any of its states or state federations then a Decision for France becomes possible to declare war on Mexico with event flags the French Intervention. Along with this is an event for a France which in the same situation leads a war against mexico without the decision but though the usual means.
Once France holds the capital there would be a decision for the installation of the Emperor which would launch a direct event chain [that is to say with little to no gaps between the events] back and forth between Mexico and France which under AI control would go after the player's lead and if both are AI controlled then down the Historic road, of Negotiations between the Mexicans and the French which would end either with Maximilian on the Throne and a civil war, Maximilian on the Throne and shaky conditions but relative stability or a continuation of the War.

Also if the Sale of Alaska could go to the american great power on the west coast not always the U.S. i.e. be offered to a free British Columbia or California, or even the C.S.A. or Mexico if it controls the west coast before the United States, especially if their at so broken a state as for those other states to exist.
