The Intelligencia isn't supportive of Multiculturalism and is the opposite

I am playing a Japan game and for some reason the Intelligencia is not as liberal as they seemed. The party is pro-Multiculturalism but the leader is not. Does the leader's attributes affect the parties willingness to wanting to pass Multiculturalism? If so, how can I change it?

Unfortunately, the political system has not yet been developed. You have little influence. You can only hope for events or the premature death of the leader.

There are multiple countries (Japan and Sweden being two of them) that have certain laws that can never be enacted because literally zero interest groups care about the law.
At this point it's just poorly though out. Ultimate Admiral Dreadnoughts is about to have a more in-depth land combat system than Vicky 3 too.
