§1: War!
The ever war hungry Secretary of State visits King Maximilian.
The war hungry Secretary of State
S.O.S. : "Sire, our spies in North-America reported the cruel annexation of the innocent indian people Lenape, Cherokee and Creek by the English."
Maximilian : "My God! Those English are beasts! They slaughter, annex and convert people just for fun! First they wiped out Scotland, then they conquered Ireland, next they invaded France, and now they are murdering those poor Indians!"
S.O.S. : "Correct, Sire, I think we should teach them a lesson they'll never forget!"
Maximilian : "Yes! Yes! Yes! I'll send them a Diplomatic Insult, that will teach them!"
S.O.S. : *slightly disappointed*
"I was more thinking about occupying their French provinces. I feel that would really help the cause of those poor Indians."
Maximilian : "Right! That sounds even better!"
King Maximilian prepared the war very well, because he realized that just occupying the English provinces in France would not give him enough power during peace negotiations to claim them for Bavaria. So, he had to find an extra target: he studied the map of Europe and noticed England owned two unfortified provinces in Ireland (Leinster and Connaught) ...
26000 soldiers sailed to the Green Island and when they reached Saint George's Channel, the Bavarian diplomat in London delivered the DoW to the English Parliament. The Invasion of Ireland began ...
The Bavarians landed in Leinster, marched through Connaught and then invaded Meath and Ulster.
On the main land Bavarian troops launched a simultaneous attack on Gascogne, Béarn, Normandie and Calais.
The English burned the TP on the Bahamas - again - and attacked Ionea, Narvik, Trondelag and Crete - again. But there was no sign of English troops in Ireland or France.
Calais ... Béarn ... Ulster ... Meath ... Normandie ... Gascogne ... the provinces fell like stepping stones.
And in Dec 1628 England offered Normandie, Gascogne, Béarn, Meath, Leinster and Connaught. This was more than King Maximilian had hoped, because he started the war to conquer the English possessions in France. And now - suddenly - he controlled Ireland!

The basques of Béarn were quite happy to join the United Empire of Germans and Swiss and they converted en masse to the state religion:
§2: Navalists vs. Landists
After this war, Bavaria controlled quite a large amount of areas that were separated by sea from the main land: Corsica, Sardinia, Siciliy, Corfu, Crete, Ionea, Ireland and the provinces in Skandinavia. King Maximilian placed strong garrisons in these provinces, because it was difficult to transport reinforcements during time of war (the Bavarian Navy was outteched by it's ennemies).
The mediterranean islands had a 15K garrisson. Ireland and the Skandinavian provinces were defended by 25000 soldiers.
Still, many people in the Empire thought Bavaria should adopt a more Naval Policy and invest more in the technical development of the Bavarian Navy. They wanted the Bavarian Navy "to rule the Mediterranean" and they tried to convince Maximilian to put the conquest of the remaining mediterranean islands (Baleares, Malta, Rhodes and Cyprus) at the top of his TO DO list... They even funded 20 warships to obtain this objective!
But King Maximilian was an old-fashioned ruler who had never set a foot on a ship, and in the best Bavarian tradition he decided to keep a land oriented policy (DP Land is at 10) and he directed all research investments towards Land Technology to get the most performant army of Europe.
To put an end to the Naval lobbying, he even imprisonned the leader of the Naval Party and exclaimed : "As long as there is no shoreline in Münich, Bavaria will remain a Land Oriented Nation!" [Event: Imprison Thinker in Uncooperative Philosopher, Innovative -1, Stability +1]
The next moment a severe Political Crisis [Stab -3] tore apart the country! In Crete and Dauphiné, members of the Land Party attacked members of the Naval Party and the King had to send troops to end the street fights. [Revolt in Crete and Dauphiné]
