Long time player here. Have played this game to death. Still love it though... either means something is terribly wrong, or exceedingly right :) Question. Games when I don't play as Germany never end in victory for Germany... ever. I suspect its a manpower disparity between the Germans and the Soviets. Need a way to "code" (not just enter cheats into console) for max manpower for all players (both AI and human) from start of new scenario. Any thoughts? Free copy of Silent Hunter 3 to the supplier of this precious knowledge. Ha-ha.

Or create an event to give 9K manpower to each major power.

Probably only need to add manpower to GER, JAP, and UK though, plus maybe ITA. USSR, US, and NAT.CHI never have any significant manpower issues.

Not sure its a good idea to give max manpower to everyone though. France may actually be able to hold the line against GER....

So, I would just create an event to give GER an extra 1000 manpower and call it a day. That would help offset some of the losses the AI will suffer against the USSR in winter.

Personally, I like the manpower limitations. The Germans took heavy losses over the winter, this had a huge effect on the outcome of the war.

Perhaps. You could alter that in fabour of the Germans by editing the manpower-growth values for German provinces.

But it may also be something else. Maybe the Soviets receive too much IC from lend-lease. Or German TC becomes too overloaded, reducing combat-efficiency.

If you want Germany to win [50-50 ] AI controled add 1000 - 1800 manpower and 200 IC plus resources to match , also 50 - 75 oil. The IC is mainly for TC use .
