The "industrial evaluation" decisions keep cutting my civ factories

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
No it just removes my civ factories whenever I click it. It's a decision that costs 25 PP, and you can do it for every chinese province, apparently.
It's not "Evaluation", but "Evacuation". You are moving factories to a more secure location.
Oh shit I didn’t even notice that lol...so yeah, the factories are not moved, they are just gone...I’m assuming this is another bug
You know what? I couldn't understand what this thread was talking about at first. I was trying to find "factory evaluation" in the game, thinking it's some new special decision everyone gets.
Now I can stop looking.
