I've not played EU4 for two maybe even three of the last patches so maybe I missed when this penalty got added to the game. I can only assume it's to penalise people like me who waited until the "Ahead of Time" penalty hit zero before buying a tech unless in extreme circumstances, mainly if you are in war fighting against an opponent who has a higher Military tech level that gives them a new unit type or increases tactics.
My first problem with it is that now it is hideously complicated to work out (well that that difficult but you need to be able to work out the correct formula and then solve it which definitely requires a calculator, pen and paper, or an external program, or finding a website that has worked it out for you) when the most efficient time to buy a technology to save the most amount of Monarch points. That is assuming you can afford to buy the technology at that point which is my second problem with it, it is an added penalty to countries with terrible Monarchs and non-Western countries. So the game penalises you with a roll of RNG and then penalises you every year that Monarch lives by making the technology you can't afford to buy, because you aren't generating enough Monarch points due to the terrible Monarch, more expensive.
The penalty has reduced the number of buildings I am building in a game as I normally have to spend an extra 70-100 monarch points to buy a tech, and as there are so many other things to spend monarch points on the only area a player can cut back on is buildings. If the problem is that there are too many monarch points floating around a game why not just go for something simpler for the average player to understand like making all techs 100 monarch points more expensive?
