I've noticed on several occasions in this game that I'm not allowed to march my armies through a country that isn't giving me military access, but that this rule doesn't stop the AI:

What I want to know is: Why is the AI allowed to flout the rules in this manner? Do Paradox intend to do anything to fix this in future patches? And, realistically, shouldn't I get a casus belli for this sort of behaviour?
