Wouldnt it be fun to implement a game mechanic that in its basic form allows the British to crack the German Enigma Code for a cost (factories and Political Power) to model the resources dedicated to this and then gives the British player a significant boost to intel for the German army, air and naval bases?

The German player should then also have the ability to "change Enigma codes" for a cost if he suspects the British has cracked the code. There should be cool down time for these decisions.

It will not be perfect for ships due to the current mechanic because an increased spottning stat for ships would just make them engage more often rather than leaving it up to the player to decide when to engage and "give away that you broke the code".
For enemy ships, increased intel should be present to "see where the units are on the map", but the British player could set, through a slider, how much boost he wants to give to his ships spotting stat. This boost could be 0 for "keep spotting stat as before breaking the code" and up to 10 for full exploitation of the broken code giving a factor boost to the spotting stat.
Same for planes vs. ship spotting.

The german player could then decide, if he thinks his u-boots are enganged more often, that the code is broken and change them through a decision for a cost and a cooldown time.
I would imagine this could create som tension between players and add an extra dimension to the game?

Really good idea would be pretty fun the problem would be that it would make any decryption tech useless and and decryption def research as useless if u could reset decryption progress to 0% at any point

I dont ment it to be a complete reset of decryption tech. Standard decryption tech should continue. The British can just also take a decision to "break enigma code" for a cost resulting in a further decryption level on top of the techs.
German side can combat this by "change enigma codes" for a cost and a cooldown time and nullify the British decryption bonus.
The cooldown time being so the german player just cant do it all the time, but would have to make the call based on how much his uboots are engaged or his army keeps running into well prepared defenses.

While on paper this sounds like a good idea, I feel like this kind of mechanic would be out of the scope of the game; with it being grand strategy, I think having a decryption and encryption tech level is sufficient. I'm almost certain it would become tedious to manage come wartime, especially in the context of multiplayer where it would be just one more thing for the player to be checking on without the luxury of pausing (I imagine at least, whenever I play PDX titles in MP pausing is at a minimum).

This is not to say that I don't think that the espionage element of the game should not be explored to its fullest by either modders or DLC releases, but this particular thing I believe wouldn't fit into what HoI is all about.
