Would it be feasible to create a special modifier to put on certain specific provinces that would block colonists that have to travel from overseas? Call it an "Inhospitable" modifier, or whatever, and make it so that a colonist can only colonize an Inhospitable province if:

-A particular Diplo tech level, near or at the highest tech in the game, has been reached;

OR

-There is an unbroken chain of a country's directly-owned provinces between their capital and the Inhospitable province.

What does everyone think? Is this workable? I may go ahead and post this in the Suggestions forum if people don't think it's a terrible idea. (Since I, for one, would really like to see a DLC that gives Sub-Saharan Africa some love, and a system like this could kill both birds with the one stone.)

I would quite like to see something like this. I've never been particularly fond of untraversable, uninhabitable wasteland provinces - they do make sense for mountain ranges/ridges, but people can certainly cross and often even live in a lot of the other regions that are currently blocked off (most of Africa, northern Canada and Asia, the central Amazon Rainforest etc.). Finding some way of including these areas without having Europeans colonising every scrap of land before the end of the game would be a huge improvement in my opinion.

Also a DLC with a focus on Africa would be fantastic too. I thought the improvements in AoW were excellent, but I'd really love to see Paradox go even further with making the 'RotW' areas more exciting. The nomadic/tribal mechanics that were added for the American and Siberian tribes could possibly be reworked to allow for African nomadic/semi-nomadic peoples (which would be necessary for large parts of southern and cental Africa) for example.

The Iberians are busy now in Berberia instead of Siberia...
Before Spain or Portugal could conquer(and often would if they didn't crash and burn) all the region so you are saying that now they can conquer more than that? Not sure how that works.
