I report this before, I also perform a TON of test on this, there is Authority you just can't see it, you can see it's effect and how much you have in Unrest tho.(You gotta do some math)When I tried to play RNW Inti today, I did not even had Authority displayed in the first two starts.

There shouldn't be any hidden requirement, so I'd be quite interested in the save game to see why it is blocking the reform.
you are at war with portugal.. You can't westernize/reform off a nation you are at war with.. Right? Maybe it's that.

Once you get to 100 you'll be able to pass a reform and you will NOT lose the Authority meaning you'll be able to pass one after another as soon as you have 100 Invisible Authority.
Oups...^^ I actually already suspected that after it worked on the third try, but I did not check (or, not good enough, just compared infCA in third slot to wiki, where I seemingly confused them again), and forgot to check it when posting. Sorry for the inconvenience.Thanks for that.
Loading the save worked just fine.
Loading that save, however, made me realise something that also seems to hold true for the screenshot. You are not Inti, you selected Mayan religion. Mayan doesn't have a progression value (Doomsday, or Authority) in their religion.
The square being there is, admittedly, somewhat misleading.
