Welcome to the Hands that Guide - An Interactive AAR.

This AAR is divided into two parts, the Council Chamber can be found here.

This thread lists the reports for the Ministers of Austria to mull over in the Council Chamber in the form of offices. It also lists the historical archives of Austria.

This is an AAR where you can help dictate the path that the country will go down. You can choose any position from the Ministry of the Interior, to a General of an Army. How does this work you ask? I will be in charge of actually playing the game with frequent stops and reports to you, the staff members. You then take that information and formulate plans of action. Need more troops? Then the Minister of the Army must make sure the Minister of Trade has acquired the necessary armaments and then see if the Minister of the Economy will approve the expenditure to create the new forces.

It is a game where everyone works together for the benefit of the nation. If you do a good job in your staff position, you may be nominated by your peers to run for the highly prestigious position of Prime Minister. So come join today, there are many areas where your direct influence is needed.


What is allowed?
Anything! Want to give extra funds to the Minister of the Navy so he may nominate you for Prime Minister. OK. Don’t want some of your shady deals to be done in public? Use the private message option. Want to point out how a nominee for Prime Minister has failed in their staff position? Ok.

What is NOT allowed?
There will be absolutely no flaming, or insults directed towards other players. While in character jabs are allowed, they must be kept mild. Remember that this is a game that has the option of someone not getting what they want, or perhaps getting stabbed in the back. Treat it as a game and we should all have a good time.

The main thing is to have fun. You will have to balance a relationship with the other staff members while you try to help push your nation towards greatness.

Gameplay notes: There may be situations that come up that were not planned on. If this is the case I will make a decision on what should be done and it will be added to the rules.


HOW TO PLAY:

There are a couple of things you will need to play.

1) A nation specific alter ego w/name. Since we are playing as Austria, choosing an arab name for your minister will not work.

2) A desired position. All staff positions, with the exception of the Prime Minister, Foreign Minister, Generals, Admirals, and Governers, are served on a first-come-first-serve basis. If the position is already taken, then you can ask for another one.

If you desire a position as a general, admiral, or governer, you need to specify that in your post to join.

What to do?

Help discuss the direction that Austria should head when facing major decisions, should you build railroads or factories? Can you convince the Minister of Finance that Military spending is more important than social spending? Can your science minister lead the intellectual community in the direction that will benefit our great nation?


Staff Positions and Duties:

Prime Minister:
The PM’s role is to first appoint a Foreign Minister(see below) from the ranks of the Staff. His other role is to attempt to lead the staff in the direction he believes the nation should go.(example: If the PM decides that an increase in the navy would be good for defense he could instruct the Minister of the Navy to pursue a building program. He should also get the Minister of Finance to approve the increased expenditure, and check with the Minister of Trade to acquire the necessary resources.)
He also has the ability to veto any plan that the other ministers suggest. (example: The Minister of the Economy plans on building a factory, the PM could veto that and cancel that plan). Yet the PM needs to be careful of vetoing to much as he could cause the staff to stop working in protest and lead to a shutdown of the nation since the PM cannot actually run the aspects of the nation.

The ultimate goal of the PM is to lead the staff in the direction he believes the country should go.

Rules of the Position:

The PM is an elected position and as such has special rules associated with it.

Terms: The PM is elected to one 5 year term(the first term will be 4 years due to the game starting in 1836). There is no term limit but a player cannot run for consecutive terms.

Nomination and Election: The PM is nominated by his peers to be voted on. After the nomination time begins, the first 3 submissions will be voted on. A simple majority will determine the winner.

Appointing a Foreign Minister: After election the PM will appoint a Foreign Minister, or keep the current one in office.

Veto: The PM has the power to veto any decision made by the Staff. This means he can cancel alliances proposed by the Foreign Minister, negate an increase in education spending. Any decision that the staff tells me to do, the PM can cancel it.(an exception to this rule lies with the Minister of the Interior)

Vote of No Confidence: The vote of no confidence is a special vote directed at only the PM. If the Current PM has frustrated his staff at every turn, they can call for a Vote of No Confidence. 50% of the staff have to approve of the vote taking place. If the vote does take place, a 75% majority vote will remove the current PM from office. This will leave the Staff without leadership for the remainder of the Term.


Foreign Minister:
The duties of the FM is to dictate foreign policy. He will decide on treaties, alliances, declarations of war, creating satellites the sale/purchase/trade of tech and/or land.

The FM is a position that is appointed by the PM. While the PM is limited to one 5 year term at a time, the FM can serve unlimited consecutive terms as long as the incoming PM agrees to keep him.

Minister of Trade:
The duties of the Minister of Trade is to set the buy/sell ratio of our goods. He also has control of the Tariff/Subsidies scale. He also has limited rights to the treasury as he can purchase whatever he deems necessary via the world market.

Minister of Finance:
The duties of the Minister of Finance is to control the finances of the nation by setting tax rates, and funding rates. And the paying off of loans. Any expenditures must be approved by the Minister of Finance. (exception is given to the Minister of Trade in this case)

Minister of Science:
The duties of the Minister of Science is to control the path of our research in the fields of science.

Minister of the Economy:
The duties of the Minister of the Economy is to direct the building of rails and factories within the nation.

Minister of the Interior:
The duties of the Minister of the Interior is to control the politics section of the game. They control the setting of political parties and the social and political reforms. They are also in charge of reducing revolt risk and keeping the nation together internally. As such they have a special rule.

Special Rule for the Minister of the Interior:
As the role of the Minister of the Interior is to ensure the stability of the nation, they have the option to override a veto made by the PM.
They also have the ability to Veto a declaration of War by the Foreign Minister.

Minister of the Army:
The duties of the Minister of the Army is to command and coordinate the land forces. They are in charge of authorizing the building of divisions and the raising the mobilization pool.

Generals of the Army:
These positions are available for people who want to join but no staff positions are available. If you opt for this position you will be placed in command of an army of the Minister of the Army’s choosing. Note that these are not Staff positions and are not eligible to vote for the PM.

Minister of the Navy:
The duties of the Minister of the Navy is to command and coordinate the sea forces. They are in charge of authorizing the building of ships.

Admirals of the Navy:
These positions are available for people who want to join but no staff positions are available. If you opt for this position you will be placed in command of a fleet of the Minister of the Navy’s choosing. Note that these are not Staff positions and are not eligible to vote for the PM.

Governerships:
While they serve no specific game purpose, they are Staff positions and as such they can be nominated for and vote for the PM. The number of states of the nation will determine how many of these positions are available. The PM appoints players who wish to play this position into various states.
