Somehow it didn't fire and I haven't got much time left. Can anyone tell me additional requirements? I own all of the Russian, Persian and China proper regions. Do I need Tibet & Korean region too?

It's bugged right now. One of the trigger provinces is a wasteland now. Just hold onto the save for when the provice ID is fixed.
Also, good job accomplishing this in 1.8, did you do this as the Golden Horde or Mongol Khanate? How difficult did you find it?

Nenets wasteland is tagged as a province in Russian region so Great Khan is not possible yet in 1.8.
I am also trying this achievement with GH. Not so hard,but you gotta be careful with timing. Early reforming>westernizing is crucial.
