look there is no reason why i should get the cores demanded by PRC/ROC, china wasnt there in CK so CK cores doesnt make sense, and heck i probly reached the "modern" borders of China including Mongolia far before China historically did these peoples should be long since assimilated.
Anyway, it seems to me that the Chinese cores pretty much coincide with the Han population, which makes good sense. Anything outside the Middle Kingdom is just colonies that can be abandoned without any loss of the Mandate of Heaven.
Cores have a MASSIVE effect in hearts of iron. Non cores you only get 1/5th (or was it 1/4th) of the ic of that province, believe it applies to resources too. and non cores has rebels for dictatorships.
