I have posted this first on the HIP forum, but I've been told that if it hadn't been fixed yet it's simply because it is hardcoded and they can't do anything about it.
So, your a pagan character and want to "Invite to Court" a number of interesting non-married female characters. A number of factors come into the equation, and most of the time you will get a negative answer.
Don't give up, just get her as a concubine! Whatever the factors playing against you in the "Invite to Court" equation, it's kinda automatic, with very very few exceptions.
Suck every foreign court within range of their valuable female characters, including, and specially, their precious high-stats spymasters and chaplains. They might hate you, their lord might hate you, they'll come anyway.
Now, you might say, there's a limit of three concubines. No problem, when you have dragged the third one, instantly "set her aside", and the slot is free again. From day one of your campaign, you could drain dozens and dozens of women if you care to.
I don't think I need to explain why I feel it's a little strange that a female character, with a prominent role in the council of a lord she loves very much - while having a very poor opinion of you - would bluntly refuse your "invitation" to your court ( lots of "-" and no "+"), only to accept if it's to join you as a concubine.
Shouldn't there be:
1) a small cooldown between the moment you take a concubine and the moment you dump her
2) an opinion equation similar to the one that determines Invite to Court outcomes
