That is, there's a 25% chance of this event firing every 3 days (for this specific events) if all other triggers are met.
If you save and reload, that increases your odds slighly because the "Every 3 days" will be reset to the first day after you reload. So if you saved and reloaded every day, that increases the chances of the event firing from 25% every 3 days to ~57.8% in those 3 days.
