Without spiraling out of control. I'm still not 100% sure how it will work to be honest. I will do my best to find out exactly as soon as possible.
The facts are:
- It's illegal for us to distribute images of Hitler and other Nazi "propaganda" in an entertainment product like Hearts of Iron IV. So if you are in Germany, you will not be able to get this content by conventional means. I don't think it would be legal for me to tell you how to circumvent it either.
I will do my best to get you as much information as possible, as soon as possible, however.
I'm waiting for information from Steam on how it works exactly. I think it's fine to tell you that the sensitive content is a separate DLC which for technical reasons doesn't work in Germany. If it's based on a specific type of Steam key, the DLC is geo-locked or if it's a matter of where you are when activating the game I don't know.
So the differences are
- a bunch of prominent nazis get black (in the shadow) portraits
- some speeches in events are different
- SS generals have no skulls on their caps
- event pictures with hitler and stuff from point 1 are different

This difference only affect the German version of the game. You will get the German version if you buy the game in Germany on Steam. For any other retailer, please consult them for information.Most likely it's the non-German version being sold elsewhere.- I've been informed that all purchases made from a German IP will result in you getting a Steam key for the German version
Paradoxplaza.com only sell the non-German version.

Okay, I just received even more information on this (man this is a hassle)...- This is not the case! You will receive a German version Steam key.
It would seem that the keys will be region locked in the sense that you can't activate non-German versions in Germany. If this is something you can't live with, refunds are available.
So just to be sure, anyone who bought a key from Paradox store and tries to activate it in Germany won't be able to?That would seem to be the case :/- Update to this! Paradoxplaza sell you a Steam key for the German version if your purchase is made from Germany. There will be no problems activating it.
