The Garrison AI uses naval movement in contested waters to move my troops around

I left a garrison army in France, and went off to fight Russia. And a few months later I noticed my French Garrison was missing several divisions. Was there an invasion? No. The AI is using naval transports in the English channel to reorganize the forces I entrusted it. I control all of France. It can rail anywhere it needs. But it still decided to load onto boats to move. And it probably will keep doing it until every man is drowned.

Is there any way to control this? To forbid the AI from choosing naval movement? or to help it avoid making that choice?

Yup, after you give them the order and they've positioned themselves in the provinces cancel the garrison order and they'll stay put. It's the only way, otherwise, like you've seen, they're prone to wander off and get themselves sunk.

The only way to prevent it is by not using AI. You will have to pause the game quite often to check for any naval invasions there arent any notifications for naval invasions
