What could be a "best of both world" in my opinion is that there could be a budget option like "Fund hospitals and schools from a global budget" on/off. If its "on", they have a local budget I can set and if its "off", you can set a global budget to fund them all at once.

Yeah, something like the AI advisor the more recent Total War games have, where you can choose to delegate certain administrative functions (e.g. taxation rates, or in this case function funding) to the AI. That way people can mix and match, taking control of the areas that interest them (or are most critical in the city at that moment).
These ideas are nice. I also wouldn't mind setting the 'quality' of the education/health care etc. A funding slider that ranged from Poor-Adequate-Good-Excellent for each school and hospital that adjusts with the population would be a nice control too.

That's an interesting way to look at it, and reminds me somewhat of the policy sliders in the Democracy series. For example one of the school policies in D3 had a slider ranging from "shared textbooks" through "modern textbooks" to a "one laptop per child" type setting, with the higher settings costing more but having a more positive outcome.

aarrgghh.... kinda looks too much control and too tedious dont you think? i mean u have to brush each and every time you place a school, or clinic or fire station or....! Getting rid of the circle from SC4 is good enough. let the game do the rest.

Even now i feel, getting rid of the water and power connection method and having them run through road would be good. Otherwise every time you zone you have to establish a water and power line (if needed) which is a pain. they could make the game interesting by other features.. shouldn't adopt everything straight from SC4
There's only a hand full of government institutions in a city of lets say 100.000 people. There would only be at least 3 to 4 high schools maybe twice as many elementary schools. Zoning them through a brush mode or any other mode will only help simulate the game better for employment and tax reason and telling you what the institutions need. The more you pin point thing's to the simulator. The better accuracy the simulator will have to help you in the game with statistics. The zoning is there to create organization and competition between all institutions with statistics.

It makes perfect sense when you talk about the sewage and electrical being pursued by connecting the dots method making the game look childless. All infrastructure should be put underground under the road. And controlled by a primary main road that has access to all utilities. I believe the CEO majored in civil engineering .She might have better ideas than this. Check out some of my ideas under CD concept road and buildings post !

It will beat Sim city 4 with Mods for sure.
That would only happen if the game core mechanism offers enough potential for it.

There's been various examples where the community didn't catch, sometimes because the game core designs were too flawed, and sometimes because the game audience couldn't get broader than a small niche.

In 2014, most hardcore gamers consider the industry is essentially about FPS and MMORPG. With SC2013, EA wanted to take that in consideration with their online thing but it failed. I still believe, creative games can succeed in 2014 and minecraft is probably an excellent example of that.

Maybe an interesting idea could be to allow the player to walk by himself in his city and even drive in it, a bit like in GTA. I remember a mod in CIM1 allowing to somehow do this. Of course the streetview will never be as detailed as in GTA V, but even if it isn't, Minecraft has proven it can work.
