I am using Windows 10 and Origin. I have played Pillars of Eternity without these problems, the only difference is that I played on Steam.
I have tried several things, but I've come to conclusion that the game was developed poorly and is essentially unplayable. Unless this is something that can be patched and isn't available through Origin, I will remember to stay away from Paradox games. It shouldn't have this many issues as it is basically the same as Baldur's Gate and we are over 20 year's from that release and Paradox can't seem to make a game that runs without freezing.
