May I humbly suggest a bold and unbeatable and cunning strategy?
How about assuming the Führer must have overslept Röhm's (SA leader) ambitions. By stripping Germany of a decent army he'll be more than willing to recruit his henchman from the streets:
Buildup the NEW MODEL German army's backbone: The militia!
Reason:
Those guys are expert campfire kindlers, in fact they kindle a lot - even private property. Better let them kindle somewhere else and send them for some pathfinder's quest into the wide world thus protecting vital assets at home.
Eventually they'll get to a sit in with some foreign right wing organisation and discuss crude ideas in far away lands which pays time to develop cunning and evil gadgets for world domination.
