Both times I've been there its been flooded to the estend that once I almost stepped over the edge of a dock for a water bus and into the grand canal

simply because I was unable to see in the rain where the pavement ended and the canal began.
IIRC, the rotting poles are causes by the use of speedboats from the '60 and on, the propellers beat air into the water, causing the oak that had been carrying the city for centuries to rot, sinking the entire city.
