As he was browsing the Chronicles of Rome, by Ecclisitius (Totally not made up name btw), an advisor storms through the main hall of the library, searching for the King.
"What is it with this commotion?" Mihail asked.
"My liege, we have made a great breakthrough in administrative capabilities. But, we still have not found out how to colonize a province." The Advisor responds.
"Curses! How long until we can colonise! This is getting annoying!" The King shouts.
