The flag of Quebec is the fleurdelisé not the flag used in EUIV. The flag used in EUIV is red, green and white and that´s the flag of a party in Quebec (Parti patriote) not the flag of Quebec. The normal flag of Quebec has a blue background with a white cross on and one white french lily in every corner (

). My suggestion is that they change this sooner than later.

I think (but don't know) it's because an in-game Quebec can have no relation whatsoever with France, so having the Fleur-de-lis, a French symbol, on the Quebecois flag doesn't necessarily make sense

The flag of Quebec in question was adopted in the Hearts of Iron era (1948). It would be completely out of place in EU.

The flag of the Parti Patriote was used for a while in the nineteenth century by Quebec nationalists, and is much closer to the EU era, and much more appropriate. Another appropriate flag would be some variant of the Carillon flag (similar to the modern one, but with the fleur-de-lys slanted pointing to the center of the flag).

But the thing is you can form Quebec out of Canada in 2016 in extended timeline and in that timeline Quebec should have the right flag. Quebec is not formed in 1444 anyway but can be formed so why not just take the flag that most people consider to be the flag of Quebec.
