I'm currently playing a Burgundy, and have passed the second Imperial decree. Unfortunatly, my IA has been on 1 for the past decade, and I can't find any way of boosting it. I've already exhausted my Austrian whipping boy, having released every single nation possible from their empire. Nobody want to declare war on anybody within the empire, presumably because Agg. is low and my army is big and scarey, so I can't exploit that as a way to boost authority. Nobody has any unlawful imperial claims, so that's not an option. At the moment I'm just conquering up France and England, but I'd like to form the HRE ASAP. Any advice for boosting IE?

Yeah, I got a...similar problem.
Having vassalized everyone in the empire through war (sans Alsace, crafty little buggers), everyone being christian and no neighbours willing to strike against the empire, my only option to boost my IE would be adding new provinces to the empire.
Which leads to another thing bugging me: The AI not having provinces join the empire even with 200 relations with the player/emperor.

I'm basically stuck with what I have, inofficially having revoked the privilegia, but still without authority.

You can't annex them in a war though, because then you get the "a prince has been undone" event.

This, though relatively gamey, looks like it could be the least infamy heavy/vassel-paying-offy strategy. It was my understanding that horde wars don't count as actual wars though; would you still get the IA?

They declare war on me every 5 years. I quickly occupy one of their provinces. They concede defeat soon after. Glory is given to the Empire.

I remember in HTTT was easier to get IA. Now it isn´t (unless you use gamey tactics, according to all I have read here). The thing is that I remember that in HTTT I (the emperor) got called a lot of times to defend members (which gave me most of my IA) but now I have been called just ONCE in 40 years. I don´t know if it´s a problems about nobody calling the emperor to defend them or the whole call to the emperor thing has changed. Anybody knows?

When it hits , choose the side that the minors don't seem to be going with. I would also recommend the NI that gives you CBs against heretics. Once this is done you should immediately start DOWing minors for forced converstion. Works like a charm.

Edit: May I also stress the usefulness of forcing vassals to convert? Avoids messy wars, and you can get them to have a "likely" chance of accepting your demands if your relations are high enough.

This alone shows how lame the whole system is currently

Well, yeah, trying to do it the quickest way is going to be gaming the system. I wouldn't call the whole system lame, though. He could always conquer 300 provinces and add them to the HRE for the authority..

There is nothing saying the HRE has to form. It's not like every decision gets enacted in every game you play.

I used a similar method to form the HRE. But I converted to Protestant or Reformed asap & started demanding religious unity from all the Catholic nations.
