The FaliAAR Reports - Afghanistan

Mesdames et messieurs, our King, Mohamed Zahir Shah, Confident in God, Follower of the Firm Religion of Islam, will now deliver his new year’s speech.

“People of Afghanistan. I make this new year’s address on the day, that modern states celebrate a new year, with hope for a better future. Our country only recently became independent, but enough has been happening. There is an immense task before us, the task to modernise Afghanistan, and to retain our independence amidst giants like the British Empire or what nowadays is called the Union of Socialist Soviet Republics.

Communism is a threat, crawling in through the doomed experiments of our Russian neighbour. Another political system is on the rise as well, based on racial superiority and bent on dominating their brethren. Europe may be far away, but we must remain vigilant against too much foreign influence. We must never allow such doctrines to permeate our society. We are all equal before God.

We have seen what destruction ambitious monarchs and presidents can deliver when they go on war, and how quickly people can be subjugated when they are not prepared to defend themselves. Only by following the path of modernisation, Afghanistan may be able to resist those ambitions of other state leaders. Faith and bravery alone will not be enough. Therefore, the government will start to educate our brightest minds in Basic Construction Engineering, so that we can invest in machines and factories, which will produce goods to improve the standard of living. We will continue our investments in education for the rural areas.

To be prepared for the outside world, we must look more towards the outside world. It may be hard, to relate that what you see in Bombay, Teheran or Moscow to the traditions of our people, but we may never turn a blind eye towards that. With the wisdom of our elders, the wisdom of the Q’uran, and with guidance of God (peace be with Him), we will remain a strong and free people. I wish you the best for, and may God be with you.”


As you may notice from the title, this is an AAR about Afghanistan. Because of my strategical prowess, I am afraid that any country I play will be annexed soon enough, which means I can easily start with the first country available, and continue up and until I reach Yunnan. It won’t help me that I play these DD games on Hard/Furious, either. The more I am mistaken about my assumption that these games will be short and bitter, though, the better.

Thanks. Did one test game with Afghanistan and one with Yunnan. I'll have a long look at the tech tree, and see what I will select. The first one is obvious, since I think I need plenty of IC to be able to improve infrastructue and to be able to update the troops when a new scientific breakthrough emerges. That is why I mentioned it in the king's speech. I will wait with nautical endeavours until Afghanistan isn't landlocked anymore.

THE AFFAIRS OF THE COUNTRY ARE ADMINISTERED BY THE MINISTERS OF THE GOVERNMENT WHO ARE SELECTED AND APPOINTED BY THE KING. EACH MINISTER IS RESPONSIBLE FOR HIS MINISTRY; THEREFORE THE KING IS NOT RESPONSIBLE.

ARTICLE 27

A SPECIAL HIGH ASSEMBLY (DARBAR-E-ALI) WILL BE CONVENED EACH YEAR BEFORE THE INDEPENDENCE CELEBRATIONS ON A DAY TO BE DETERMINED BY HIS MAJESTY THE KING. THIS ASSEMBLY WILL BE UNDER THE CHAIRMANSHIP OF HIS MAJESTY THE KING AND WILL BE COMPOSED OF THE HIGH OFFICIALS OF THE GOVERNMENT, THE ELDERS OF THE PEOPLE, THE NOBLES AND OTHERS SELECTED SPECIALLY BY THE KING. So far, the general info. That article 6 and what it says about the responsibility of the king makes role-playing the more interesting.

After delivering his new year’s address in the Khurd Zabitan Staff College, and formally issuing the order to start developing plans for basic construction engineering, king Muhammed Zahir Shah stepped into his black Chevrolet. He hoped that the speech would catch up with the people, and that the grant to the staff college would be well spent.

The king had plans. He knew those plans carried risks. Modernising the country had cost king Habibullah Khan his crown, and his own father had been assassinated. Yet he had to modernise, else Afghanistan would be too depending on foreign imports to modernise the armed forces as well. There was barely money left for paying the soldiers, and replenishing the troops that had deserted to the mountain tribes went painfully slow. His uncle, Muhammed Hashim, would have to come with a solution, and quickly. The king knew his Prime Minster, and he strengthened himself for the oncoming clash of wills.

The king was deep in thought when he entered the palace. He routinely saluted the guards, and hurried inside. A servant poured in tea. Mohammed Zahir brought the cup to his lips, then hesitated, and looked at the clock.


“I do not wish to be disturbed in these ten minutes before I meet the cabinet.” the king said. The servant nodded, and left the room. The king watched the man leave, and finally started to drink his tea.

“Gentlemen, You will undoubtedly have listened to my speech this morning. I do need to know, though, where we stand now. Uncle?”



PM Muhammed Hashim

PM Muhammed Hashim stood up and looked at his cousin, the king. “I fully concur with your speech, your Majesty. But there is a long way to go. I believe we will have to manoeuvre carefully, before we can create our policies without looking in all directions if somebody is waiting for us.” The PM’s support was hardly surprising for the king. His uncle had written the speech. Muhammed Zahir Shah had to make some edits in it. Would his uncle….
“I would have preferred it, though, if you had sought my advice before adding those outside threats in your speech. Ambassador von Lüttichswiller was not amused about your description of the national socialist ideology.”
“As long as he is behaving like one of those British colonialists, I don’t see why we should please him. Aren’t we welcome anymore at the Olympic Games in Berlin? I think Japan is more-”
“Please leave the thinking to people that can. You know what happened to your father.”
The king stood up. His small moustache was trembling. “That is NOT the way to address a king. Unlike what you think, uncle, I don’t use that black Chevrolet only for pleasure. I made a detour to the German embassy, and the ambassador is again convinced of our friendly intentions. He also thought it very strange that the rifles that were sent as a gift have not yet arrived in the hands or our cavalry regiment in Herat.”

Faiz Muhammad, the Foreign Minister, started to laugh. “Those rifles are stuck in Karachi, awaiting clearance by the Indian authorities. I wonder how many of them will arrive here.”
“I wonder whether they will end with the Ghaljis or here.” Muhammed Hashim said.
“When do you leave for Angora?” the king asked.
“Next week, Your Majesty. Just to create closer ties. We don’t have anything to offer, yet. I believe the American ambassador, Hornibrook, will attend the parade by general Kemal as well.”
“The same game, but different players.” Mahmood Ghazi sighed, referring to a century ago, when both Russia and the British Empire fought with every means short of going to war over their sphere of influence. The British had won, but had clearly underestimated the Afghan tribes.

“Very well. Is there anything else to talk about, or do we finally get to discuss the state of the country? What can we do, what must wait?


“At this moment, we will not be able to do very much.” the Prime Minister said. “We only have enough supplies to have three factories running. And we have pitifully little money.”
“Can we invest?”
“Unfortunately we can’t, Your Majesty. We have three factories running, and we need to prioritise reinforcing our troops.” Chief of Staff Mohammed Daoud nodded.
“And only then, we can think of upgrading our facilities?” Muhammed Hashim nodded. The King swallowed a curse. “We shouldn’t have invested in that Bank-i-Melli venture.” He said.
But how much money goes from that bank to you, uncle?


The clock has no function, I just hoped it would add to the atmosphere.

I guess that I deplete what I have once I go building. But I'll have a screenie in the next update (not today) which explains it a bit. It's the combination of difficulty level (-40%) and ministerial incompetence (-13%) that is killing my IC.

Maybe. I am playing him differently than he apparently was (except that he deemed Germany a better alternative then the Soviet Union or the British Empire. that part will fit nicely, I think).

As might be seen from the next picture, the King had a difficult time, not only because of the game setting of VERY HARD, but because of the lack of quality in his cabinet as well.



“Karachi, Sukkur, Multan, Peshawar.” Mohammed Daoud mumbled. Mahmoud Ghazi, Head of Intelligence, heard him. Amused he looked at the Chief of Staff, who was peering over an old staff map of the area and had not noticed that Ghazi had entered the room.
“And Kashgar, if we can.” he whispered, and to his delight he saw hat Daoud had been startled.
“You unholy son of a goat and a Briton! You… you… I think you have a point. Kashgar? I shall put it on the list, though Karachi remains the most important.”
“Is your brother somewhere to be found? Now that the king is in Feyzabad, we can talk uninterrupted, and I hope he can put more of the budget into espionage.”
“He left with Minister Zamuji for Kandahar. Those guns that were held by the British – “
“Finally!”
“Weren’t you supposed to know? As Head of – “ Mahmoud Ghazi had already left. Chief of Staff Daoud sighed, and turned back to the map.

When Muhammed Zahir Shah returned to Kabul he was satisfied. The guns had been adequate to replenish the cavalry regiment in Kabul and the Herat and Feizabad garrisons. New recruits filled the ranks. He was happier then his entourage.


Maybe it was wise to improve the infrastructure first, before building new factories. A road between Kabul and Kandahar did exist, but the asphalte ended as soon as the road reached the outskirts of the Afghan capital. It was probably a more enduring option then buying a more luxurious car.



I finally did start the game after this.

That difficulty level as Afghanistan! I have problems with normal in my game and I have anyway added cores and IC. Good luck, you will really need it. Anyway I know it's very nice to play as AFghanistan.

So far, not much has happened in the first days of January. It became clear to Prime Minister Muhammed Hashim Shah that politics was not the exclusive domain of him and the Cabinet. Others showed opportunism that could be well used on the international diplomatic front:



It was a letter the Prime Minister could have written himself. Saying absolutely nothing, while trying to gain for itself a better position (more funds). There was no estimate of when the project would be finished. That Belgian principle (who spoke Farsi and Pashtu with a remarkable lack of foreign accent) was a keen man.
