Here it is. Enscribed thus is the (preliminary) manifesto of The Eutopian Socialist Reform Party (This is part one- additional instalments will be added troughout the day to constitute the complete document).
The Manifesto of The Eutopian Socialist Reform Party
1.) An Overview:
The Eutopian Socialist Reform Party, is a political institution seeking induction and reprisentation in the National Parlaiment, and furthermore- to be elected into the position of the presidency.
The framework of The Eutopian Socialist Reform Party's values and policies are constructed on a framework of socialist-democratic, and marxist-leninist ideals.
Membership in the Party is completley impartial and free- it does not subscribe to the exclusion of individuals based on race, colour or creed. Furthermore, the Party is activley engaged in the promotion of values pertaining to social peace and harmony.
The Eutopian Socialist Reform Party is a democratic institution. Thus, any issue pertaining to internal affairs in the party framework requiring a decision will be discussed to the full by its constituent members, and decided by the process of majority voting. Issues pertaining to external relations and the membership itself will be conducted in the same manner.
2.) The Party and Private Enterprise
The Eutopian Socialist Reform Party recognises that the economic system of capitalism has become ingrained into the framework of society, and thus change should take a slow assimilatitive and evolutionary course.
The Eutopian Socialist Reform Party advocates the formation of a centralised governmental economic planning authority, in the view of formulating and planning long term economic stategies both domestic and international (in terms of exportsd and imports), and in turn, coordinating the development and production of Eutopian buisness and industrial concerns to meet and ocaomplish the intended results of the plannning. The explicit roles that this institution will have to play will be elaberated on below.
Enterprise and buisness shall be considered to exist in two tiers. The first tier will include large scale enterprises and buisness concerns that have a large and active role to play in Eutopian Commerce, especially in the field of resource extraction and heavy manufacturing. (and that are already outside the governments "sphere"). The day to day responsability administration of these enterprises will be bestowed on the company heirarchy itself (issues of pure administration, internal coordination and internal investment, for example). However, the overseeing of each enterprise as a whole will be conducted by the govt planning authority (in view of the greater economic plan). On an international level, the planning authority will assume a "protectionist" role by safeguarding our buisness concerns from competitors
The second tier will include the small scale private enterprises (more service providing buisnesses, and small scale industries). These buisnesses will fall under a looser government control. Targets set for this sector by the planning authority will be of a looser nature- with a degree of leeway permitted. Economic targets will not be explicit at this level.
The Party and Workforce Relations
The Eutopian Socialist Reform Party is an institution that stands for the community. That is, society as a whole. When a person is born into the world, that person is like a sheet of white paper. It is the society in which that person is brought up and lives in that has an effect on an individuals personality and chances in life. Therefore, the Party believes in providing a foundation of support for the individual as a member of society.
The Eutopian Socialist Reform Party pledges to work in cooperation with the Trade Unions of Eutopia in Party-Employee-Worker relations. The Party pledges to formulate and uphold legislation to the effect of upholding the working man's rights ("each according to his work") in the workplace. The Party believes that with heirarchy (in commerce and government alike)comes great respondibility. The white-blue collar relationship should be one of cooperation, not hegemony and dominance
The Government and it's Utilities
The Eutopian Socialist Reform Party believes in the full centrilalization of all government services. Transportation, the Hospital Services, Shipbuilding, and the Public Utilities shall be directly administrated by their respective government authorities- their workers being represented by the appropriate Trade Union.
Education shall be free, universal and compulsory for 5-16 year olds. Additionaly, we propose to split the Education system in two at the 16-18 level- with two areas of schooling- academic based and trade/vocational based, with an aptitued examination determining entrance to one or the other, or non entrance. Universities shall be part subsidised by the government, and part paid for by candidates in the form of a fee.
The Party believes that the current state of the armed forces of Eutopia would require a rigerous programme of reassesment, streamlining and rearming to ensure that the Eutopian armed forces can meet at least the minimal defense requirements of the country. We believe that the current conscription laws are satisfactory (however, we would tend to favour a stronger proffessional organisation), yet we believe that women should be granted personal choice of weather they wish to enroll for conscription. The state defense industry should remain government owned.
